It is recommended that the City Council adopt the following Ordinance to change
the zoning of a portion of the property at 2922 E. Cortez Street from "Residential
Agricultural' (R-A), Area District V to "Single Family Residential' (R-1), Area
District III:

2) Award of Bid
a) Award of Bid for City Entrance Monument Signs
(Project No. SP-06102)
It is recommended that the City Council accept the bid of Hondo
Company in the amount of $123,900 submitted at the bid opening on
October 11, 2005, and authorize the Public Works Director/City Engineer
and City Clerk to execute the contract. This work will include the
negotiation of change orders to allow for the optional signs to be located
on North Azusa Avenue, Amar Road, and South Azusa Avenue.
b) Award of Bid for School Crosswalk Enhancements
(Proiect No. TP-06501)
It is recommended that the City Council accept the bid of Temo, Inc. in
the amount of $246,323 as submitted at bid opening on November 8,
2005, and authorize the Public Works Director/City Engineer and City
Clerk to execute the contract.
c) Award of Bid for Del Norte Park Picnic Shelter
(Proiect No. PP-06203)
It is recommended that the City Council accept the bid of Ortco, Inc. in the
amount of $24,698 submitted at the bid opening on October 25, 2005, and
authorize the Public Works Director/City Engineer and City Clerk to
execute the contract.
3) Approval of Final Maps
a) Lot Line Adjustment No. 169
Location: 1500 W. West Covina Parkway
Applicant: West Covina Medical Building Group
It is recommended that the City Council authorize the Mayor and City
Clerk to execute the lot line adjustment and adopt the following
resolution:

4) Traffic Committee Minutes — Meeting of October 18, 2005 (accept and file)
I. City Initiated Request
That traffic conditions along Lark Ellen Avenue between South Garvey
Avenue and Cameron Avenue be reviewed.
Traffic Committee Recommendation:
That a right edge stripe be installed along Lark Ellen Avenue from Walnut
Creek Parkway to South Garvey Avenue.
That the radar trailer be utilized to make drivers aware of their vehicle
speed along Lark Ellen Avenue from Cameron Avenue to South Garvey
Avenue and that the Police Department increase speed enforcement as
feasible.
That the beginning of the northbound transition from two lanes to one lane
be relocated at Larkwood Street by installing all required striping and
signage in accordance with State law.
That southbound lane designation between North Garvey Avenue and
South Garvey Avenue be changed from two through -lanes to one left -turn
only lane and one through -lane by installing all required striping and
signage in accordance with State law.
That the size of speed limit signs be increased and add the "Enforced by
Radar" plate.
That 50 feet of double -yellow centerline striping be added on Walnut
Creek Parkway, Service Avenue, and Larkwood Avenue.
II. Request of Maria Manjarrez, West Covina Resident
That parking on Brentwood Drive from Exeter Court north to the end of
the street be restricted to permit only parking.

5) Miscellaneous - Finance Department
a) 2004-05 and 2005-06 Fiscal Years' Budget Update
It is recommended that the City Council:
l . Receive and file the Budget Update.
2. Appropriate $26,400 from the Air Quality Improvement Trust
Fund reserve (119) to account 119.84.XXXX.7170 for the
purchase of one hybrid pool car.
b) Approval of the Estoppel Certificate Related to the Sale of the Lakes
Project by West Covina Lakes Associates, LLC (WCLA) to Ten West
Associates, LLC and Consent to Assignment of WCLA Interests in the
Provertv to Ten West Associates LLC
It is recommended that the City Council approve the request of West
Covina Lakes Associates to execute the Estoppel Certificate, which
includes the assignment of WCLA interests in the Lakes parking facilities,
in conjunction with the sale of the Lakes Project to Ten West Associates,
LLC.
Miscellaneous - Human Resources Department
c) Approval of Contract for Meet and Confer Consultant
It is recommended that the City Council authorize the City Manager to
enter into a contract between the City of West Covina and John "Jack"
Hoffman and Associates to provide consulting services for the City's Meet
and Confer process and other personnel -related matters, in an amount not
to exceed $47,400.
d) Increase in Public Safety Employees' Retiree Health Benefit
Contributions
It is recommended that the City Council adopt the following resolution
enabling implementation and increase the Public Safety retiree medical
benefits:

COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA,
AMENDING RESOLUTIONS NOS. 2002-113 (FIRE SAFETY) AND
2003-43 (POLICE SAFETY), FIXING THE EMPLOYER'S
CONTRIBUTION UNDER THE PUBLIC EMPLOYEES' MEDICAL
AND HOSPITAL CARE ACT
e) Fire Management Salary and Benefits
It is recommended that the City Council:
1. Adopt the following resolution relating to Assistant Fire Chief salaries
and benefits:

f) Second Amendment to Citv Manager's Contract
It is recommended that the City Council approved a second amendment to
the City Manager's employment contract consistent with the direction
provided by the City Council addressing his fourth year anniversary
evaluation.
Miscellaneous — Public Works
g) Landscape Maintenance Contract Extension for Maintenance
Districts Nos. 6 and 7
It is recommended that the City Council extend the existing contract with
Campesino Landscape for an additional five years with a ten percent
reduction in the contract amount, and authorize the Public Works
Director/City Engineer and City Clerk to execute such contract.
