A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, ADOPTING THE OPERATING BUDGET AND
CAPITAL IMPROVEMENT PROGRAM AND APPROVING THE APPRO-
PRIATIONS FOR.THE FISCAL YEAR COMMENCING JULY 1, 1983
AND ENDING JUNE 30, 1984.
The City Council of the City of West Covina does resolve as follows:
SECTION 1. The Budget for the City of West Covina for the fiscal
year commenci.ng July 1, 1983 and ending June 30, 1984, as prepared and sub-
mitted by the City. Manager and, as modi fi-ed by the City Council, is hereby
approved and adopted as the budget of the City of West Covina for said fiscal
year. A copy of said Budget is hereby ordered filed in the Office of the
City Clerk within 30 days and shall be certified by the City Clerk as having
been adopted by this resolution.
SECTION 2. From the effective date of said Budget, appropriations
may be reallocated from one activity account to another within the Operating
Budget upon recommendation of the Finance Director and approval of the City
Manager,.providing there is no change in the scope of service delivery level
approved by the City Council. Appropriations for the Operating Budget may
be'increased or decreased by the City Manager in accordance with Resolution
Numbers 6437 and 6482.
SECTION 3. From the effective date of said Budget, the total
amount as stated therein for each project in the Capital Improvement Budget
shall be and is appropriated, subject to expenditures pursuant to the specific,
• prior approval of the City Council and all applicable ordinances of the City
and statutes of the State. Appropriations may be reallocated within the Capital
Improvement Budget upon the recommendation of the City Manager and prior ap-
proval of the City Council.
SECTION 4. At the close of the fiscal year, unexpended appropria-
tions in the Operating Budget will be reappropriated as necessary to under-
write the expense of outstanding purchase commitments and programs. Unexpended
appropriations for authorized but uncompleted projects in the Capital Improvement
Budget as approved by the City Council may be carried forward to the next
succeeding budget upon recommendation of the Finance Director and approval
of the City Manager.
SECTION 5. Total appropriations within funds may be increased
or decreased only by motion of the City Council.
SECTION 6. The City Clerk shall certify to the adoption of this
resolution.
