Resolution - 6666RESOLUTION NO. 6666 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE.CLASS SPECIFICATION AND SALARY RANGE FOR OPERATIONS ANALYST; AND AMENDING RESOLUTION NO. 6654;- MANAGEMENT AND CONFIDENTIAL SALARIES, RESOLUTION NO. 1277 - CLASSIFICATION AND COM- PENSATION OF POSITIONS, AND RESOLUTION NO. 6569-- ® ADOPTING THE OPERATING BUDGET AND APPROVING APPROPRIATIONS FOR FISCAL YEAR 1982-83. WHEREAS, the Personnel Commission has reviewed and recommends approval of the class specification for Operations Analyst; and WHEREAS, the Personnel Commission has reviewed and recommends a salary range of $1658 - $2237; and WHEREAS, the resource management analysis final report recom- mended the creation of an Operations Analyst position, The City Council of the City of WE st_Covina does resolve as follows: SECTION 1. Pursuant to the recommendation' of the Personnel Commission of the City of West Covina, the class specification for Operations Analyst, attached hereto and marked Exhibit "A" and by this reference incorporated herein, is hereby adopted. SECTION 2. Resolution No. 6654 relating to management and confidential salaries is hereby amended to include the classification of Operations Analyst at the salary range of $1658 - $2237. SECTION 3. RESOLUTION NO. 1277 relating to classification and compensation of positions is hereby amended to include the class specification for Operations Analyst. SECTION 4. Resolution No. 6569 adopting the operating budget and approving appropriations for fiscal year 1982-83 is hereby amended with the addition of one Operations Analyst position and the deletion of one Maintenance Worker position in the Maintenance Department. SECTION 5. The City Clerk shall certify to the adoption of this resolution. APPROVED AND ADOPTED this 14th day of February , 1983. CITY OF WEST COVINA CLASS SPECIFICATION DECEMBER 1983 OPERATIONS ANALYST JOB SUMMARY Under general supervision performs a variety of administrative tasks contributing to the analysis, development, and revision of work methods, standards, and operations control procedures; assists in the planning .and scheduling of personnel, materials, and equipment; prepares periodic performance reports and data related to a work management system; does related work as required. Representative Duties 1. Gathers data regarding work operations which will assist in determine proper levels of manpower, equipment and materials required to accom- plish a task or project in the most cost effective manner. 2. Provides feedback and data regarding work operations to all levels of management in the department. 3. Observes and analyzes department work operations and interviews indi- viduals involved in these operations. 4. Reviews departmental practices and procedures and recommends alterna- tive means of improvement. 5. Provides information used in determining hours required for the per- formance of jobs in assigned areas and identifies availability of man- power, equipment and materials and procedures to be used in accomplishing job assignments. �5. Performs studies to gather information used in establishing, perfcrmance standards and methods for completing specific work assignments. 7. Prepares written and oral reports regarding performance method improve- ments and savings. 8. Performs specialized studies, compiles and analyzes data, maintains records, submits reports and recommendations. 9. Does related work as required. QUALIFICATIONS GUIDE Training and Experience Graduation from high school supplemented by training in work measurement and standards development techniques; a. Bachelors Degree in industrial engineering, business administration, public administration, or a re- lated field is preferred; and one year experience in performing methods analysis and work measurement studies preferably for a municipal government. 0 Operations Analyst page 2 December, 1983 Knowledge and Abilities Basic knowledge of the methods, materials, tools, equipment, machinery, procedures and practices used in city departments; understanding of principles of organization; working knowledge of principles and practices of work measurement and activity analysis. Ability to conduct methods and work measurement studies; exercise analyt- ical judgment in recommending alternatives for changes in procedures and equipment to increase productivity; prepare time, cost, and performance reports; prepare oral and written reports; establish and maintain effec- tive working relationships with all levels of city personnel. EXHIBIT. - "A-" CITY OF GUEST COVINA CLASS SPECIFICATION February 19,83 • CJ ENGINEERING TECHNICIAN Job Summary Under general supervision - performs responsible sub -professional engi- neering work in either the office or the field; drafts various public works projects and maps, makes engineering computations and does rou- tine design work; performs inspections on a variety of public works projects; performs responsible survey party work; does related work as required. Representative Duties 1. Performs drafting operations involved in preparing drawings of public works projects, graphs, and profiles, including sidewalks, curbs, gutters, parking lots, park improvements, traffic signal installations, street reconstructions, excavation cross sections, earth work, and other related items. 2. Revises and updates base maps, sewer maps, storm drain maps, water maps, fire run maps, and other maps. 3. Checks plans submitted by developers and citizens for compliance with City standards and issues Engineering Construction Permits. 4. Prepares legal descriptions for right-of-way purposes. 5. Handles citizen and contractor complaints and inquiries and pro- vides information on departmental operations. 6. Receives logs, and reviews Insurance Certificates and bonds for compliance with City requirements. 7. Prepares cost estimates, and reports for proposed projects and reports on completed projects. 8. Performs or assists in the performance of land, topographic, route, and City surveys, prepares survey and construction notes and reports. 9. Maintains office Engineering files. 10. Performs detailedinspections of the methods and materials used in various construction projects for compliance with predetermined standards. 11. Reviews and interprets construction plans and specifications and consults with supervisor on deviations. 12. Submits detailed reports on work progress and material quantities. 13. Consults with contractors and private parties on various issues related to upcoming construction projects and work in progress. 0 QUALIFICATIONS GUIDE Training and Experience Graduation from high school supplemented by college level courses in engineering mathematics and drafting or surveying. .Four years experience including the performance of responsible sub - professional engineering drafting work, field survey party work, or engineering inspection work. College level education in engineering may be substituted for experience on a year for year basis up to a maximum of three years of the required experience. A baccalaureate degree in engineering may be substituted for required experience. Knowledaes and Abilities Knowledge of construction methods, materials, and plans; principles of algebra, geometry, trigonometry, and their application to engineering; drafting methods and equipment; of the proper use and methods of ad- justing transits and levels; of surveying procedures, instruments, and equipment; of methods and practices of public works inspection; of materials testing procedures; familiarty with engineering design, cost estimates, specifications, checkin g of engineering plans, legal descrip- tions, and right of way procedures. Ability to make arithmetic computations; to perform reoutine office engineering work including drafting and checking Mans; to use trigo- nometric, and curve -data tables; to determine quality, materials, and workmanship through inspection and to determine compliance with plans and specifications; to perform difficult and responsible inspection work; to effectively interact with contractors, the public, and Engi- neering department personnel; to prepare written reports. • Licenses A valid California motor vehicle operator's license. •
