RESOLUTION NO. 6656
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, APPROVING A PART OF AND
DENYING A PART OF VARIANCE NO. 830 AND CERTIFYING
THE NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT
THEREFOR.
The City Council of the City of West Covina, California,
does hereby resolve as follows:
WHEREAS, there was filed with the City of West Covina a
verified application on the forms prescribed in Chapter 26, Article VI
of the West Covina Municipal Code, requesting the following variance
from certain standards of the Zoning Ordinance to allow:
a. Expansion of an existing shopping center sign.
b. Construction of a detached business identification sign.
on that certain property in the S-C Zone generally described as follows:
A portion of Parcel 3 of Parcel Map No. 884 per Map
recorded in Book 15, Page 87 of Parcel Maps, in the
Office of the Los Angeles County Recorder; and
WHEREAS, although normally categorically exempt under the
requirements of CEQA, these signs are a part of a project for which
an initial study has disclosed that, because of its location on a major
highway, its consistency with the General Plan and conformance to
standards and conditions of the Zoning Ordinance, the project will not
have a significant effect on the environment, and a Negative Declaration
• of Environmental Impact has been prepared; and
WHEREAS, hearings.on said application were duly noticed and
conducted by the Planning Commission on January 5, 1983, at which time
said application was partially approved (Request a) subject to conditions
and partially denied (Request b); and
WHEREAS, that action of the Planning Commission was appealed
to the City Council for hearing and consideration; and
WHEREAS, after proper and legal notice, the City Council
held.hearings on said Planning Commission action on January 24, 1983.
NOW, THEREFORE, BE IT RESOLVED, that pursuant to findings made
in Planning Commission Resolution No. 1-83-3205 approving a part of and
denying a part of Variance No. 830., the City Council does hereby approve
the portion of this Variance stated as request (a) and shown on Study
Plan "A", Sheet 1 of 2 and does hereby deny the portion of this Variance
stated as request (b) and shown on Study Plan "A", Sheet 2 of 2 and the
Negative Declaration of Environmental Impact is hereby certified and
the approved portion shall conform to Study Plan "A", Sheet 1 of 2 and.
to each and all conditions of Variance No. 830 approval contained in
Planning Commission Resolution No. 1-83-3205 which resolution is by this
reference incorporated herein and including the conditions contained in
this resolution.
BE IT FURTHER RESOLVED, that the violation of any of the
conditions contained in Planning Commission Resolution No. 1-83-3205
or this resolution shall be grounds for the revocation of the Variance
by the Planning Commission or the City Council. The Variance shall not
be effective for any purpose until the owner of the property or his duly
authorized representatives has filed in the office of the Zoning
Department an affidavit stating that he is aware of and accepts all of
the conditions contained in Planning Commission Resolution No. 1-83-3205

except Condition No. 2 and all conditions of this Resolution as follows:
1. Comply with Study Plan "A" Sheet 1 of 2, dated
January 5, 1983.
2. Minimum clearance from the bottom of the sign and ground
level shall be twenty (20) feet.
3. Maximum height of the shopping center sign shall be 42 feet
or the height required to accommodate five individual tenants,
which ever is less.
4. Future increase of the minimum and maximum heights (Conditions
2 and 3) shall be reviewed by the Planning Director and
denied or approved by a Planning Director's Modification.
5. Maximum size per face of the shopping center sign shall be
225 square feet.
6. Maximum size per face of an individual tenant sign of the
shopping center sign shall be 45 'square feet. .
FINALLY RESOLVED, that the City Clerk shall certify to the
adoption of this resolution.
