RESOLUTION NO. 6653 A RESOLUTION OF THE' CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING APPENDIX "A" OF.RESOLUTION NO. 6479, THE CITY'S BASIC PAY RANGE STRUCTURE, AND RESOLUUION NO. 1277; AND FIXING THE COMPENSATION AND BENEFITS FOR EMPLOYEES IN THE WEST.COVINA CITY GENERAL. EMPLOYEE-—ASSOCATION • WHEREAS, the City of West Covina has met and conferred with the West Covina.City General Employee's Association; and WHEREAS, the City of -West Covina and the West Covina City General Employee's Association have mutually agreed in a Memorandum of Understanding; NOW, THEREFORE, the City Council of the City of West Covina does resolve as follows: SECTION 1. That Appendix "A" of Resoltuion No.'6479, the C-ty's Basic Pay Range Structure is hereby amended by Exhibit "A" of this Resolution; and Section'6 of.Resolution No. 1277'is hereby amended by this resolution. SECTION 2. The Basic Pay Range Structure for employees in classes represented by the West Covina City -,General Employee's Associ- ation shall be increased pursuant to Exhibit, "A" which is in the Personnel Department, SECTION.3. HEALTH INSURANCE A. Effective July 1, .1983, the City will contribute $.165 per month per qualifying employee towards,the.payment'of premiums for • City -contracted insurance coverage. B. The City shall make its increased contribution as set forth.in "A" above effective with.th.e last pay period in June 1983, in order to meet the prepaid requirements of the health insurance carrier. C. The City shall increase the contribution referred to in "A aboveby a dollar amount equal to the July 1, 19.84 Kaiser Foun- dation Health Plan, effective July 1, 19.841. D. The City shall make its increased contribution as set forth in "C" above effective with the last pay period in June 1984, in order to .meet the,prepaid requirements..of the health insurance carrier. E. The City shall modify the Kaiser Foundation Health.Program to include optical, student and prescription options at employee expense, effective July 1983..Employee payment for these options shall be made June 20, 1983. SECTION'4. LIFE INSURANCE The City shall provide each employee represented by the West Covina City General Employee's Association with life insurance which will pay the employee's designated beneficiary the sum of $20,0.00 effective January 1, 1984. • SECTTION 5. RETIREMENT The City shall amend the presentcontract between the City and PERS, to provide the 'single highest year compensation program to employees in classes represented by the West Covina City General Employee's Association, effective December 31� 1984. SECTION 6. DISABILITY INSURANCE • Section XIII. Sick Leave (e) of Personnel Resolution No. 1277 shall be amended as follows: (e) An employee who is entitled to temporary disability in- demnity under Div. 4, Div. 4.5 of the State Labor Code or State Disability Insurance may elect to take that number of days or portions of days of his accumulated sick.leave, or his accumulated vacation, as when added to his disability indemnity will result in a_payment to, him of his full .salary. When his accumulated sick leave, or vacation, or both are exhausted, he is still entitled to receive disability indemnity. SECTION 7. TUITION REIMBURSEMENT The City shall increase the maximum tuition reimbursement to $444 per fiscal year. SECTION 8. ELIGIBLE LISTS A. Section III.2 Eligible Lists .(c) and (d) of Personnel Resolution No. 1276 shall be.amended as follows: (c) Promotional lists shall consist of the names of permanent employees who have been successful in a promotional exam- ination for a higher class than which they presently occupy. Probationary employees who compete in a promotional exam will be certified after successful completion of their initial probationary period. (d) Open competitive lists shall consist of the names of persons • not employed by the City who have been successful in an ex- amination, or of employees of the City who have passed an examination, but have not yet attained permanent status in ti�ei-pese�-e�ess; or in the case where an examination has been designated as open competitive only, the names of all passing candidates, whether permanent employees, non- permanent employees, or persons not employed by the City, shall be placed on the list in order of their score. SECTION 9. ON -CALL PAY Police Records Clerks I and II, and Police Cadets who are di- rected to remain "on call" during off -duty hours shall be compen- sated at the rate of twenty -.five dollars ($25.00) per day. SECTION 10. UNIFORMS The uniform allowance payment for .Police Records Clerks I and Police Records Clerks II shall be made in a lump sum amount, SECTION 11. BUDGET ALLOCATION That the City Council does hereby allocate an amount of money - sufficient to fund these salary and benefit adjustments ,for the life of this resolution, and authorize the Itransfer of funds for these purposes from Project .79030. • SECTION 12. The effective date of this resolution is January 1, 1983. SECTION 13. The City Clerk shall certify to the adoption of this resolution. APPROVED AND ADOPTED this 24th day of January , 1983.
