3) Ordinance for Adoption (waive reading & adopt)
a) Charter Communications Settlement Agreement
This ordinance was introduced at the City Council meeting of June 21,
2005. This ordinance would reduce the amount of liquidated damages
owed for any late payment of franchise fee's from twenty four percent
(24%) per year to twelve percent (12%) per year, and would modify the
payment schedule for payment of franchise fee's to be paid within thirty
(30) days following the close of each calendar quarter as opposed to semi-
annually. This ordinance will become effective 30 days after adoption,
August 4, 2005. It is recommended that the City Council adopt the
following ordinance:

Location: 421 South Citrus Street
This ordinance was introduced at the City Council meeting of June 21,
2005. This ordinance would change the zoning of the 1.8-acre property at
421 South Citrus Street from "Residential Agricultural" (R-A) to "Open
Space" (O-S). This ordinance will become effective 30 days after
adoption, August 4, 2005. It is recommended that the City Council adopt
the following ordinance:

Postal Service Uses
This ordinance was introduced at the City Council meeting of June 21,
2005. This ordinance would . allow postal service use within the
"Neighborhood -Commercial" (N-C) zone by an administrative use permit.
This ordinance will become effective 30 days after adoption, August 4,
2005. It is recommended that the City Council adopt the following
ordinance:

4) Award of Bid
Award of Bid for Community Development Block Grant (CDBG) Consultant
Services
It is recommended that the City Council award bid for CDBG Consultant services
to Castaneda and Associates for a three-year period for an amount not to exceed
$20,000 per year ($60,000 for three-year period).
5) City Treasurer's Report (receive & file)
Report for May 2005
6) Miscellaneous - Police Department
a) Replacement of Police Photocopiers
It is recommended that the City Council find that the Los Angeles Unified
School District contract 40550059 for Toshiba 1050 and 350 photocopiers
satisfies West Covina's bid process and authorize the Chief of Police to
enter into a 60-month lease agreement with our current vendor, Danka
Office Imaging.

It is recommended the City Council approve placement of the City's
property insurance coverage with The Hartford at a cost of $68,989 for FY

the Joint Powers Authority Agreement (JPA) and Fourth Amendment
to the Liability Risk CoyeraEe Agreement (LRCA)
It is recommended the City Council approve amending the Big
Independent Cities Excess Pool's (BICEP) Second Amendment to the
Joint Powers Authority Agreement (JPA) and Fourth Amendment to the
Liability Risk Coverage Agreement (LRCA) by adopting the following
resolution:
