Resolution - 6639RESOLUTION NO. 6639 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE CLASS SPECIFICATfi.ON AND SALARY RANGE FOR ASSISTANT TO THE CITY MANAGER; AND AMENDING RESOLUTION 6482, MANAGEMENT AND CON- FIDENTIAL SALARIES; RESOLUTION 1277,'CLASSIFICATION . AND COMPENSATION OF POSITIONS; AND RESOLUTION 6569, ADOPTING THE OPERATING BUDGET AND APPROVING APPROPRI- ATIONS FOR FISCAL YEAR 1982-83. WHEREAS the Personnel Commission has reviewed and recommends approval of the amendments to the Assistant to the City Manager class specification; and WHEREAS the Personnel Commission has reviewed and recommends a salary range of $2,287 $3,0.87 for the Assistant to the City Manager class;. and WHEREAS the Administrative Assistant in the City Manager's Office is performing Assistant to the City Manager duties; The City Council of the City of West Covina does hereby resolve as follows: SECTION 1. Pursuant to the recommendation of the Personnel Commission of the City of West Covina, the class specification for Assistant to the City Manager,, attached hereto and marked "Exhibit A" and by this reference incorporated herein, is hereby adopted. SECTION 2. Resolution 6482 relating to management and con- fidential salaries is hereby amended to include the classification of Assistant to the City Manager at the salary range of $2,287 - $3,087. SECTION 3. Resolution 1277 relating to classification and. compensation of positions is- hereby amended to include the revised class specification for Assistant.to the City Manager. SECTION 4. Resolution 6569 adopting the operating budget and approving appropriations for fiscal year 1982-83 is hereby amended with the addition of one Assistant to the City Manager position and the de- letion of one Administrative Assistant in the City Manager's Office budget. SECTION 5. The City Clerk shall certify to the adoption of this resolution. ADOPTED AND APPROVED this l3th.day.of December, 1982. None Councilmen: Tennant APPROVED AS TO FORM: City Attorney 11 • ATTEST,;;) City Clerk • CITY OF WEST COVINA EXHIBIT A CLASS SPECIFICATION November 1982 ASSISTANT TO THE CITY MANAGER JOB SUMMARY Under administrative direction, performs varied and responsible staff work in the City Manager's Office; assists the City Manager in the analysis and solution of municipal problems with particular emphasis on city-wide problems. Works closely with the City Manager and acts • as a representative of the City Manager; does related work as required. Class Characteristics This is a management classification characterized by staff work of a highly responsible nature. The Assistant to the City Manager is as- signed to the City Manager's Office and is responsible for overseeing city-wide projects, participation on task forces, and solving community and organizational problems. The duties of the position can involve any aspect of city administration and are received by way of general and specific delegation by the City Manager. Great latitude and the exercise of inde- pendent judgment exists in the performing of duties. The person in this position makes recommendations to the City Manager on policy and adminis- trative matters. Representative Duties 1. Assists the City Manager by assuming responsibility for delegated tasks such as chairing or participating in standing and ad hoc committees of substantial importance to the overall direction of city operations or relating to special problems facing the city. 2. Advises the City Manager on a variety of issues concerning internal operations and matters of departmental activity impacting the over- all direction of the management of the city. . 3. Initiates and develops proposals for the solution of problems concerning better means of organization, staffing, and other management activities. 4. Attends City Council and commission meetings as well as conferences to represent the City/City Manager's Office and input on matters being considered. 5. Provides support to the Mayor and Councilmembers with respect to matters such as handling citizen complaints, providing information to be used in decision making, providing updates on continuing issues, and as requested. 6. Prepares press releases and other public information reports, as well as assisting members of the public media, and speaks before members of civic, school, and community groups. 7. Prepares a variety of reports, correspondence, and resolutions. 8. Serves as the primary administrator and/or coordinator in the de- velopment and implementation of special programs. (Continued) 0 .Assistant to the City Manager (Continued) 9. Acts as a general administrative resource to department heads and their staff. 10. Does other duties as assigned by the City Manager. QUALIFICATIONS GUIDE Training and Experience Any combination of training and/or experience that would provide the knowledge, skills, and abilities necessary to perform the duties of the position. A typical way to obtain these would be to possess a Bachelors degree in government, public administration, business administration, or related field supplemented by some graduate courses in these field and five years of professional experience in administrative analysis, adminis- trative research or as an assistant to a top administrator having budget, personnel, or program responsibilities. A Masters degree in one of the above fields would serve as the equivalent of one year of experience. Knowledge and Abilities Thorough knowledge of modern principles, methods, and problems in munici- pal public administration including organization, personnel and fiscal management systems and procedures; knowledge of research methodology, including statistical and financial analysis, and report preparation; knowledge of city government and intergovernmental relationships. Ability to win and retain the respect and cooperation of city officials, city employees, representatives of governmental organizations, and repre- sentatives of community groups; ability to evaluate administrative problems and recommend means of improvement; ability to keep abreast of current developments affecting municipal administration. 0
