A RESOLUTION OF,THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, APPROVING THE.CLASS S'PEC3`FICATION
FOR ENGINEERING ASSOCIATE; AND AMENDING'RESOLUTION
1277, CLASSIFICATI.ON AND COMPENSATION OF POS'ITI:ONS
AND RESOLUTION 6569, ADOPTING THE OPERATING BUDGET
AND APPROVING APPROPRIATIONS FOR'FISCAL YEAR 19_82-83.
WHEREAS the Personnel Commission of the. City of West Covina
has reviewed and recommends approval of the Engineering Associate
class specification; and
WHEREAS the Senior Civil Engineering Assistantsin'the Engi-
neering Department of the City of West Covina are performing Engineering
Associate duties;
The City Council of the City of West Covina does hereby resolve
as follows: `
SECTION 1. Pursuant to the recommendation of the Personnel
Commission of the City of West Covina, the class specification for
Engineering Associate, attached hereto -and marked !Exhibit A," and
by this reference'incorporated herein, is hereby amended.
SECTION 2.,, Resolution 1277 related to classification and
compensation of positions is hereby amended to include the revised
class specification.for Engineering Associate.
SECTION 3. o Resolution 6569 adopting the operating budget
and approving appropriations for.fi.scal year 19.82--83 is hereby amended
•to include the addition of three Engineering Associate.positions, and
the deletion of three Civil Engineering Assistant positions in the
Engineering Department of the City of West Covina.
SECTION 4:., The City Clerk shall certify to the adoption of -
this resolution.

ENGINEERING ASSOCIATE
JOB SUMMARY
Under direction - Supervises an assigned unit responsible for engineering
services, traffic engineering or construction,and administration for a
variety of municipal public works projects and programs; organizes,
assigns reviews and performs related technical, administrative, and special
ork as required. •w
Representative Duties
1. Prepares designs and plans for public works improvements, including the
preparation of drawings, charts, maps, and diagrams to assist in inter-
preting data.
2. Recommends materials and equipment for a wide variety of public works
uses and for the manufacture and installation of traffic signs and.
markings.
3. Conducts traffic and transportation studies.
4. Assists in determining the design of traffic layouts and directs the
installation and maintenance of traffic control facilities.
5. Serves on committees as assigned.
6. Supervises the preparation and maintenance of engineering records.
7. Makes studies and recommendations concerning regulations and ordinances.
8. Coordinates and performs inspections on construction projects, engi-
neering surveys, and special studies.
09. Coordinates office engineering designs with the work for field engineering
crews and other personnel.
10. Provides engineering information to contractors, engineers and members
of the public.
11. Attends and participates in meetings as requested.
12. Assists in administering activities of the Engineering Department and in
preparing state and county reports.
13. Answers public inquiries and complaints in such matters as construction
projects, assessments and taxes.
14. Coordinates special programs as assigned, such as grants administration
and liaison with other governmental agencies.
15. Makes assignments to professional and para-professional subordinates,
schedules activites, checks work in progress, and trains personnel.
16. May be designated as City Traffic Engineer.

17. Performs right of way appraisals and negotiates for right of way acqui-
sitions.
18. Perform financial analysis and forecasting studies, project feasibility
studies, and other special economic studies.
19. Conducts property appraisal evaluations.
00. Assists in administration of contracts with consultants, contractors
or other entities.
21. Performs other duties as assigned.
QUALIFICATIONS GUIDE
Traininq and Experience
A Bachelor's degree in Engineering or a related field and three years of
responsible professional experience in municipal public works.
Additional graduate training in civil engineering, engineering economics,
real estate, public administration, traffic engineering, or related field
is very desirable.
Knowledges and Abilities
Knowledge of civil engineering principles and practices; traffic and trans-
portation, construction management practices and methods; engineering
economics, right-of-way acquisition principles and practices, economic
forecasting, and real property appraisal, principles of city planning, local
government, organization, public relations, and city management; knowledge
of general research, statistical, and report writing methods; principles
and practices of effective supervision, training, and employee relations.

Ability to lead and supervise a group of professional and paraprofessional
employees; to coordinate programs with other sections and City departments
cooperatively; to weigh conflicting alternative courses of action and to
objectively evaluate the advantages and disadvantages of each; to write
clear and concise technical reports, to perform financial analysis and
special economic studies and property appraisal evaluations; to deal
effectively with City officials, other departments and the public.
Licenses
A certificate as an "Engineer -in -Training" issued by the State of California
is desirable.
