JOINT RESOLUTION OF THE BOARD OF SUPERVISORS OF THE
COUNTY OF LOS ANGELES AND THE CITY COUNCIL OF THE
CITY OF WEST COVINA APPROVING AND ACCEPTING NEGOTIATED
• EXCHANGE OF PROPERTY TAX REVENUES RESULTING FROM THE
REORGANIZATION PROPOSAL IDENTIFIED AS "SOUTHERLY
ANNEXATION 239" TO THE CITY OF WEST COVINA (WITHDRAWAL
OF SAID TERRITORY FROM CONSOLIDATED FIRE PROTECTION
DISTRICT OF LOS ANGELES COUNTY)
WHEREAS, pursuant to Section 99 of the Revenue and Taxation
Code, prior to the effective date of any jurisdictional change the
governing bodies of all agencies whose service areas or service
responsibilities would be altered by such change must determine the
amount of property tax revenues to be exchanged between the affected
agencies and approve and accept the negotiated exchange of property
tax revenues by resolution; but if the affected agency is a special
district, the Board of Supervisors must negotiate on behalf of the
district; and
• WHEREAS, the Board of Supervisors of the County of Los Angeles
and the City Council of the City of West Covina have determined that
the amount of property tax revenues to be exchanged between their
respective agencies as a result of the reorganization proposal
identified as "Southerly Annexation 239" to the City of West Covina
and withdrawal of said territory from Consolidated Fire Protection
District is as set forth below.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. The negotiated exchange of property tax revenues
between the County of Los Angeles and the City of

West Covina resulting from the proposal identified
as "Southerly Annexation 239" to the City of
West Covina and withdrawal of said territory from
• Consolidated Fire Protection District is approved

and accepted.
2. For fiscal years commencing on and after July 1,
1983, or after the effective date of this juris-
dictional change, whichever is later, property
• tax revenue in the amount of Five Dollars ($5.00)
is ordered transferred from the County of Los Angeles
to the City of West Covina. In addition, for each
fiscal year.commencing on and after July 1, 1983,
or after the effective date of this jurisdictional
change, whichever is later, the City of West Covina
shall receive Twenty and Five -Tenths Percent (20.5%)
of the incremental tax growth attributable to the
"Southerly Annexation 239" area, and the County of
Los Angeles' share of incremental tax growth shall be
reduced accordingly.
3. For fiscal years commencing on and after July 1, 1983,
or after the effective date of this jurisdictional
change, whichever is later, all property tax revenues
received by the Consolidated Fire Protection District
of Los Angeles County attributable to the West Covina
"Southerly Annexation 239" area shall be transferred to
the County of Los Angeles.
4. For fiscal years commencing on and after July 1, 1983,
or after the effective date of this jurisdictional change,
whichever is later, all property tax revenues received
by Garo Lighting District attributable to the West Covina
"Southerly Annexation 239" area shall be transferred to
the County of Los Angeles.
5. For fiscal years commencing on and after July 1, 1983,
0 or after the effective date of this jurisdictional
change, whichever is later,.all property tax revenues
received by Road District No. 1 attributable to the
West Covina "Southerly Annexation 239" area shall be
transferred to the County of Los Angeles.

6. The Consolidated Sewer Maintenance District receives
no property tax revenue. Therefore, there shall be
no transfer of property tax revenue from Consolidated
• Sewer Maintenance District to either the City of
West Covina or the County of Los Angeles attributable
to the West Covina "Southerly Annexation 239" area.
7. No other transfers of property tax revenues shall be
made to the City of West Covina as a result of the
proposal identified as "Southerly Annexation 239."
The foregoing resolution was adopted by the Board of Supervisors
of the County of Los Angeles and the City Council of the City of
West Covina.

(Revised Description)
• Beginning at the most easterly corner of Lot 82 of Tract No.
19298, as shown on map filed in Book 576, pages 35 to 39 inclusive
of Maps, in the office of the Recorder of the County of Los Angeles,
said corner being an angle point in the boundary of the City of
West Covina as same existed on January 4, 1983; thence northwesterly
in a direct line to the easterly terminus of that certain 25 foot
radius curve in the northerly boundary of Lot 81 of said tract;
thence westerly along said curve to the northeasterly terminus of
that certain course having a bearing and length of N 610 43' 42" E
60.00 feet in the northwesterly boundary of said last mentioned lot;
thence North 610 43' 42" East along the northeasterly prolongation
of said certain course a distance of 52.77 feet to the beginning of
a tangent curve concave to the south and having a radius of 19 feet,
• a radial of said curve to said point bears North 280 16' 18" West;
thence easterly along said last mentioned curve through a central
angle.of 770 10' 15" a distance of 25.59 feet to the beginning of a
reverse curve concave to the northeast and having a radius of 2055
feet, a radial of said last mentioned curve to the beginning of said
last mentioned certain curve bears South 480 53' 57" West; thence
southeasterly along said last mentioned certain curve through a
central angle of.10 37' 12" a distance of 58.10 feet to the north-
easterly line of Pass and Covina Road, 60 feet wide, (now vacated)
