A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, CERTIFYING THE NEGATIVE
DECLARATION OF ENVIRONMENTAL IMPACT FOR A PROPOSED
EMERGENCY HELIPAD FACILITY AT THE QUEEN OF THE
VALLEY HOSPITAL.
• The City Council of the City of West Covina does resolve
as follows:
WHEREAS, an initial environmental assessment was completed
by staff pursuant to the requirements of the California Environmental
Quality Act of 1970; and
WHEREAS, the proposed emergency helipad use will be conducted
as a intregal part of the hospital and,is permitted by right under
Chapter 26, Article XII, Division 7 of the Municipal Code; and
WHEREAS, studies and investigations made by this Commission
and in its behalf reveal the following facts:
1. A noise assessment was conducted for the proposed helipad
facility and showed anticipated peak noise levels that
would be experienced in the surrounding area to be 80dB
during landing and takeoff manuevers with an overall CNEL
of 45dB, and that current noise levels created by vehicle
traffic are 15dB to 20dB above levels expected for the
heliport activity.
2. The helipad facility will be used for a maximum of seven
flights per week except during periods of natural disaster or
major catastrophe.
• 3. An air quality analysis was conducted and revealed that the
level of emissions created by the proposed helipad activity
to be 1/600 of emission levels currently generated by
surrounding vehicle traffic.
4. An accident potential study was conducted and showed heli-
copter aviation to have a potential of 14.5 accidents per
100,000 flight hours and 2.5 fatal accidents per 100,000
flight hours and as a result there exists the potential for
one accident every 55 years and one fatal accident every 316
years based on the maximum use at the helipad facility.
5. It has been determined that although the project COULD have
a significant affect on the environment, there will not be a
significant affect in this case because of mitigating measures
which have been added as part of the project.
NOW, THEREFORE, BE IT RESOLVED, that the Negative Declaration
of Environmental Impact be CERTIFIED, subject to all provisions of the
West Covina Municipal Code; and
FINALLY RESOLVED, that the City Clerk shall certify to the
adoption of the resolution.
