Resolution - 6622RESOLUTION NO. 6622 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE AMENDMENT TO THE SHADOW OAK COMMUNITY PARK SPECIFIC PLAN TO INCLUDE FULL ACTIVITY LIGHTING IN THE FIELD SPORTS AREA. • The City Council of the City of West Covina does resolve as follows: WHEREAS, the City Council on December 12, 1977, adopted a Specific Plan.of the City entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE COMMUNITY PARK SPECIFIC PLAN ON SHADOW OAK DRIVE. (Resolution No. 5596) WHEREAS, upon adoption of Resolution.No. 5596, a "full activity lighting" designation was inadvertently omitted from the official Specific Plan document for a community park on Shadow Oak Drive. WHEREAS, the City of West Covina, unaware of this technical omission, proceeded to implement a development program in accordance with the written contents of the Specific Plan which.designated field lighting as part of the Plan. WHEREAS, during implementation of the approved Specific Plan, the City discovered the omission of the field lighting designation on the Plan Map and determined it necessary to amend the Specific Plan Map; and • WHEREAS, investigation and study of the proposed amendment shows that: 1. The Shadow Oak Park Specific Plan is consistent with the City's General Plan policy for development of a community park in Woodside Village. 2. The proposed amendment to the Specific Plan Map is consistent with the General Plan Environmental Quality Element which adopts, as a goal, the provision of "full activity lighting" in all City parks where a demand for such lighting warrants. 3. The proposed amendment designating "full activity lighting" on the Specific Plan Map is currently designated and pro- vided for in the written content of the Shadow Oak Park Specific Plan prepared by Kammeyer, Lynch and Partners. 4. A number of project modifications have been made to mitigate lighting and glare impacts to surrounding residents and to reduce the noise generated from field activities to an acceptable level. 5. Implementing the athletic lighting program will not induce an increase in crime activity and the security lights will aid public safety personnel in securing the park during • unauthorized hours. 6. The proposed amendment to revise the Specific Plan Map could not have.a significant effect on the environment and therefore a Negative Declaration of Environmental Impact has been prepared. • NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission of the City of West Covina does hereby recommend to the City Council that it adopt a resolution amending the. Shadow Oak Community Park Specific.Plan by designating "full activity lighting" on the field sport area subject'to the following conditions: 1. All organized and sanctioned evening,athletic activities, including the youth baseball and adult softball leagues, shall comply with the time limitations adopted by the City Recreation and Parks Commission for use of the Shadow Oak Park facilities. 2. Ahtletic light standards shall be erected for purposes of lighting the field activity area and shall not exceed a maximum of 65 feet in height. 3. Ahtletic field lighting shall only be used for City sanc- tioned league athletic events or other City sanctioned events and shall be turned off promptly after the end of the last evening activity. 4. All public address (P.A.) systems used in connection with evening athletic activities shall be subject to use restric- tions adopted by the City Recreation and Parks Commission for the Shadow Oak Park facilities. NOW -,....-.THEREFORE., BE IT RESOLVED, that..the Negative Declaration of Environmental Impact be CERTIFIED, subject to all provisions of the West Covina Municipal Code; and FINALLY RESOLVED, that the City Clerk shall certify to the adoption of this resolution.
