b) Charter Communications Settlement Agreement
It is recommended that the City Council:
1. Approve the settlement agreement regarding findings in the 2000-2003
audit of Charter Franchise fees;
2. Introduce the following ordinance amending Chapter 11 (Community
Antenna Television Systems) of the West Covina Municipal Code to
reduce the amount of liquidated damages owed for any late payment of
franchise fees from twenty four percent (24%) per year to twelve percent
(12%) per year and to modify the payment schedule for payment of
franchise fees, such that Charter's franchise fees shall be paid in the
future on a quarterly basis as apposed to semi-annually:

c) Relocation of Land- Mobile Radio Equipment from 100 North Citrus
to Fire Station 2
It is recommended that the City Council take the following action:
1. Approve the relocation of the City's land -mobile radio equipment from
the 100 North Citrus radio site to Fire Station 2 at 2442 East Cortez
Avenue.
2. Approve the expenditure of $50,000 from salary savings in the FY
2004-2005 budget to fund the project.
