RESOLUTION NO. 6603
• A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA FINDING THAT A SUBSTANTIAL EFFORT IS
BEING MADE TO MEET THE NEED FOR LOW AND
MODERATE INCOME HOUSING
WHEREAS, in 1971 the City Council of the City of West Covina ("City")
approved the adoption of the Central Business District Redevelopment Plan by the
Redevelopment Agency of the City of West Covina ("Agency"); and
WHEREAS, in 1980 the City Council approved the Second Amendment to the
Redevelopment Plan to add significant additional area to the project area thereby
subjecting the tax increment revenue from such added area to the provisions of
California Health and Safety Code section 33334.2; and
WHEREAS, prior to the above -mentioned amendment, the City Council adopted
Resolution No. 6.117, "A Resolution of the City Council of the City of West Covina
Determining That A Substantial Number of Low and Moderate Income Families Are
Not To Be Displaced By The Proposed Second Amendment to the Central Business
District Redevelopment Plan;" and
WHEREAS, the City has received and considered an Agency staff report entitled,
"Efforts to Meet Low and Moderate Income Housing Needs of the City of West
Covina," which is attached hereto as Exhibit "A" and incorporated herein by this
reference, that demonstrates that a substantial effort is currently being made by the
• City and the Agency to meet the need for low and moderate housing in the City of
West Covina and that such effort is intended to continue for the foreseeable future;
and
WHEREAS, through the Federal Community Development Block Grant program,
the City has since 1975 disbursed more than $1,500,000.00 through various housing
projects for the rehabilitation and construction of low and moderate income housing.
That such expenditures have resulted in 867 homes being rehabilitated and 84 new
units being constructed, a number in excess of the number of low and moderate income
households displaced or anticipated to be displaced from the project area.
WHEREAS, by the sale in 1982 of Mortgage Revenue Bonds, the West Covina -
Baldwin Park Mortgage Authority has made available $7,997,000.00 for below market
interest rate housing rehabilitation loans to low and moderate income households in
the City of West Covina; and
WHEREAS, the . City and the Agency have considered the need that can be
reasonably foreseen because of displacement of persons and families of low, moderate,
or very low income households from within or adjacent to the project area, because of
increased employment opportunities, or because of any other foreseeable direct or
indirect result of implementation of the redevelopment plan.
NOW, THEREFORE, the City Council of the City of West Covina does hereby
resolve as follows:
• Section 1. That the Redevelopment Agency of the City of West Covina and the
City of West Covina are making substantial efforts to meet low and moderate income

housing needs in the community, and that this effort, including the obligation of funds
currently available for the benefit of the community from state, local, and federal
• sources for low and moderate income housing alone is substantially greater in impact
to the funds otherwise required to be set aside pursuant to California Health and
Safety Code section 33334.2.

Section 2. That there are no present plans or plans for the foreseeable future to
displace any families of very low, low, or moderate income from within or adjacent to
the project area because of any cause whatsoever.
Section 3. That due to the large pool of already -housed unemployed and
underemployed workers in the area, the increased housing needs that can reasonably be
foreseen for low and moderate income households because of additional employment
opportunities resulting from implementation of the Redevelopment Plan will be
minimal and can be satisfied by already existing Agency and City programs.
Section 4. That the Agency, in accordance with the Redevelopment Plan and the
Community Redevelopment Law will cause an equal number of low and moderate
income housing units to be constructed or rehabilitated as will be removed from the
Project Area as a result of project implementation.
Section 5.. That nothing herein shall be deemed to preclude the Agency from
using taxes set aside pursuant to the Community Redevelopment Law, or otherwise,
for meeting the low and moderate income housing needs of the City of West Covina.
Section 6. The City Clerk shall certify to the adoption of this Resolution.
