RESOLUTION OF THE CITY'COUNCIL OF THE CITY OF WEST
COVINA MAKING APPLICATION TO THE LOCAL AGENCY FORMATION
COMMISSION FOR REORGANIZATION OF CERTAIN TERRITORY,
DESIGNATED AS "WESTERLY ANNEXATION 23�" TO THE CITY OF
• WEST COVINA (FROM THE CITY OF BALDWIN PARK) AND DETACHMENT
FROM THE CONSOLIDATED FIRE PROTECTION.DISTRICT OF LOS
ANGELES COUNTY, THE CITY OF BALDWIN PARK TAX DISTRICT,
AND THE CITY,OF BALDWIN PARK LIGHTING DISTRICT.
WHEREAS, Section 56195 of the Government Code provides that
a proposal for a reorganization may be made by the adoption of a
resolution of application by the legislative body of a city; and
WHEREAS, the City Council of the City of West Covina desires
to initiate proceedings for the annexation to the City of West
Covina and detachment from the City of Baldwin Park and Consolidated
Fire Protection District of certain territory hereinafter described,
pursuant to the District Reorganization Act of 1965 (Division 1 of
Title 6 [commencing with Section 56000,] of the Government Code) ,
NOW, THEREFORE, BE IT RESOLVED as follows:
1. Application is hereby made to the'"Local Agency Formation
Commission for annexation of certain territory to the
City of West Covina, detachment of said territory from
the Cit_v of Baldwin Park, and detachment of said territory
from Cons.olidated.Fire Protection District, the City of
Baldwin Park Tax District, and the Baldwin Park Lighting
District. The exterior boundaries of such territory are
as described in Exhibit "A", attached hereto and made a
part hereof.
2. The reason for this reorganization is to eliminate a
source of jurisdictional confusion by creating a more
logical boundary between the cities of West Covina and
Baldwin Park.
• 3. The following are affected counties, cities and districts:
the County of Los Angeles, the City of West Covina, the
City of Baldwin Park, and the Consolidated Fire Protection
District.

4. The proposed reorganization is.subject to no specific
terms or conditions.
5. The City Clerk is hereby authorized and directed to
file a certified copy of this resolution with the
• Executive Officer of the Los Angeles County Local.
Agency Formation Commission.
FINALLY RESOLVED, that the City'Clerk shall certiry to the
adoption of this resolution.
