JOINT RESOLUTION OF THE BOARD OF SUPERVISORS
OF THE COUNTY OF LOS ANGELES AND THE CITY
COUNCIL OF THE CITY OF WEST COVINA APPROVING
AND ACCEPTING NEGOTIATED EXCHANGE OF PROPERTY
TAX REVENUES RESULTING FROM THE WITHDRAWAL OF
INCORPORATED TERRITORY FROM GARO LIGHTING
DISTRICT, COUNTY LIGHTING MAINTENANCE DISTRICT
NO. 1744, AND CONSOLIDATED SEWER MAINTENANCE
.DISTRICT
WHEREAS, pursuant to Section 99 of the Revenue and Taxa-
tion Code, prior to the effective date of any jurisdictional
change the governing bodies of all agencies whose service areas
or service responsibilities would be altered by such change
must determine the amount of property tax revenues to be exchanged
between the affected agencies and approve and accept the negotiated
exchange of property tax revenues by resolution; but if the affected
• agency is a special district, the Board of Supervisors must nego-

tiate on behalf of the district; and
WHEREAS, the Board of Supervisors of the County of Los
Angeles and the City Council of the City of West Covina have
determined that the amount of property tax revenues to be exchanged
between their respective agencies as a result of the withdrawal
of territory identified as West Covina "Easterly Annexations
227. and 230" and "Southerly Annexations 231, 235 and 237" from
Consolidated Sewer Maintenance District, withdrawal of territory
identified as "Southerly Annexations 235 and 237" from Garo Light-
ing District, and withdrawal of territory identified as "Southerly
Annexation 237" from County Lighting Maintenance District 1744,

• is as set forth below.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. The negotiated exchange of property tax revenues
between the County of Los Angeles and the City of West Covina
resulting from the withdrawal of territory, identified herein,
from the Consolidated Sewer Maintenance District, Garo Lighting.
District, and:.County Lighting Maintenance District 1744 is
approved and accepted.
2. For fiscal years commencing on and after July 1, 1983,
or after the effective date of this jurisdictional change, which-
ever is later, all property tax revenues received by Garo Lighting
• District attributable to the West Covina "Southerly Annexation

235" and "Southerly Annexation 237" areas shall be transferred to
the County of Los Angeles.
3. For fiscal years commencing on and after July 1, 1983,
or after the effective date of this jurisdictional change, which-
ever is later, all property tax revenues received by County
Lighting Maintenance District 1744 attributable to the West Covina
"Southerly Annexation 237" area shall be transferred to the County
of Los Angeles.
4. The Consolidated Sewer Maintenance District receives no
property tax revenues. Therefore, there shall be no transfer of

of property tax revenues from Consolidated Sewer Maintenance
District to either the City of West Covina or the County of
Los Angeles, attributable to the West Covina "Easterly Annexations
227 and 230" and "Southerly Annexations 231, 235 and 237" areas.
5. No additional transfer of property tax revenues shall
be made from a special district to the City of West Covina for
the annexation areas identified herein.
The foregoing resolution was adopted by the Board of
Supervisors of the County of Los Angeles and the City Council of
the City of West Covina.
