A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA CREATING UNDERGROUND UTILITY
DISTRICT NO. .4.
The City Council of the City of West Covina does
resolve as follows:
SECTION 1. The City Engineer.having'filed his report
with the City Council recommending the formation of Underground
Utility District No. 4, the City Council upon notice given as
required bylaw, having held a public hearing upon the forma-
tion of said district, the City Council hereby finds that the
public necessity, health and welfare requires the removal of
poles, overhead wires and associated overhead structures and
the underground installation of wires and facilities for supply-
ing electric communication.or similar or associated services
within the territory included in Underground Utility District
No. 4 as hereinafter described.
SECTION-2. Underground Utility District No. 4 is
hereby formed and created consisting .of that territory included
within the following described boundaries:

• SECTION 3. The City Council hereby finds that a
reasonable time within which to remove poles, overhead wires
and associated overhead structures and the underground instal-
lation of wires and facilities for supplying electric communi-
cation or similar or associated services within Underground
Utility District No. 4 is June 30, 1984 for Phase I, June 30,
1986 for Phase II, and June 30, 1988 for Phase III. Physical
work for each of Phase II and III shall not begin until the
City Council shall approve by minute action the initiation of
Phases II and III. All such overhead affected property owners
shall'be ready to,receive underground service prior to those
dates.
SECTION 4. Within ten days after the date of the
adoption of this resolution the City Clerk shall notify all
utilities having lines or facilities within Underground
Utility District No. 4 and all persons owning real property
required to convert their electrical and/or communication
facilities for underground service. Notification shall be
made by mailing a copyof this resolution, a copy of Chapter 6
of Article VII.of the West Covina Municipal Code together with
a statement that if the owner or occupant of property affected
by the district desires to continue to receive electric, communi-
cation or similar or associated service, it will be necessary
to provide those facility changes on`.the premises required to
receive.such service from the lines of the supplying utility
or utilities at a new underground location. The City shall
fund the minimum cost necessary for the conversion of services
for single family residences.
SECTION 5.. The City Clerk shall certify to the
adoption of this resolution.

Avenue, in the City of West Covina, County of Los Angeles, State
of California, as existed on April 26, 1982, bounded as follows:
0 1 PHASE I
PARCEL I - SUNSET AVENUE
Bounded northerly by the centerline of West Covina Parkway and
bounded southerly by the centerline of Merced Avenue.
PARCEL II - CAMERON AVENUE
Bounded westerly by the centerline of Toluca Avenue and bounded
easterly by the westerly line of Sunset Avenue.
PARCEL III - MERCED AVENUE
Bounded easterly by the southerly prolongation of the easterly
line of Lot 2 of Tract 19453 and bounded westerly by an imaginary
north -south line located 50 feet westerly of the westerly line of
Sunset Avenue.
PARCEL IV - ACCESS DRIVE
Bounded northerly by the westerly prolongation of the northerly
line of Lot 49 of Tract 19453, bounded westerly by an imaginary
• north -south line located 50 feet westerly of the westerly line of
Sunset Avenue, bounded southerly by an imaginary east -west line
located 50 feet southerly of and parallel to the westerly prolong-
ation of the northerly boundary, and bounded easterly by the westerly
line of Sunset Avenue.

Bounded northerly by the centerline of Merced Avenue and bounded
southerly by the centerline of Francisquito Avenue..
PARCEL II - MERCED AVENUE
Bounded easterly by the southerly prolongation of the easterly
