Resolution - 6514RESOLUTION N0. 6514 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING TENTATIVE PARCEL MAP NO. 8647 AND CERTIFYING THE ENVIRONMENTAL IMPACT REPORT THEREFOR. (Bruce Mulhearn) The City Council of the City of West Covina, California, • does hereby resolve as follows: WHEREAS, there was filed with the City of West Covina a verified application by Bruce Mulhearn requesting approval of a tentative parcel map for the division of two single-family lots totalling 2.36t acres into four single-family parcels at the north- west corner ofTVanderhoof Drive and Plateau Drive in the Single - Family (R-L) Zone, Area District III, and described as follows: Lots 16 and 17, Tract No. 12292, as recorded in Book 288, Pages 1-5, in the Office of the Los Angeles County Recorder; and WHEREAS, said application is the resubmittal of a previously approved and expired tentative parcel map of the same number, for which a negative declaration of environmental impact has been reviewed and certified; and WHEREAS, hearings on said application were duly noticed and conducted by the Planning Commission on August 19, 1981, at which time said application was approved subject to conditions; and WHEREAS, that action of the Planning Commission was appealed to the City Council for hearing and consideration; and WHEREAS, after proper and legal notice, the City Council held hearings on said Planning Commission action on September 28 and October 12, 1981; and WHEREAS, said application for a tentative parcel map was referred by the City Council to the Planning Commission for prepar- ation of an environmental impact report; and WHEREAS, hearings on said application and environmental impact report were duly noticed and conducted by the Planning Commission on February 3, 1982, at which time the Planning Commission adopted a resolution approving said application subject to conditions and recommend- ing certification of the environmental impact report therefor; and WHEREAS, that action of the Planning Commission was also appealed to the City Council for hearing and consideration;. and WHEREAS, after proper and legal notice, the City Council held hearings on said Planning Commission action on March 8, 1982. NOW, THEREFORE, BE IT RESOLVED, that pursuant to findings made in Planning Commission Resolution No. 2-82-3148, approving Tentative Parcel Map No. 8647 and recommending certification of the Environmental Impact Report therefore, the City Council does hereby approve Tentative Parcel Map No. 8647 and certify the Environmental Impact Report therefor, provided that the physical development of the property included therein shall conform to said map and to each and all of the conditions of tentative parcel map approval contained in Planning Commission Resolution No. 2-82-3148, which resolution is by this reference incorporated herein and including the conditions contained in thIs resolution. . C: BE IT FURTHER RESOLVED, that the violation of any of the conditions contained in Planning Commission Res©:lution No. 2-82-3148 or this resolution shall be grounds for the revocation of the tentative parcel map by the Planning Commission or the City Council. The tentative parcel map shall not be effective for any purpose until the owner of the property or his duly authorized representative has filed in the office of the Zoning Department an affidavit stating that he is aware of and accepts all of the conditions contained in Planning Commission Resolution No. 2-82-3148 and this resolution as follows: `Ic1. Comply with Tentative Parcel Map No. 8647, dated 1ebruary 2. Integrate any necessary grading or land fill with the adjoining topography of adjacent property. 3. Engineering Department Requirements: a. Applicant to comply with all conditions contained in Planning Commission Resolution No. 567. b. Sanitary sewers shall be provided. c. The -required street dedication shall include that portion of Plateau Drive five feet wide, including the cul-de-sac bulb and 15 feet radius corner return contiguous to subject property. d. Four foot wide sidewalks shall be constructed along Vanderhoof (recommend waiver of sidewalk on Plateau Drive) adjacent to curb. • e. A final grading and drainage plan showing existing and proposed elevations and drainage structures shall be submitted for the approval of the Building and Engineering Departments prior to approval of the final map. f. Adequate provision shall be made for acceptance and disposal of surface drainage entering the property from adjacent areas. g. Applicant shall install street lights with under- ground wiring and provide the necessary trenching and backfill. h. The proposed subdivision shall conform to Chapter 2-Q, Subdivision of the West Covina Municipal Code. i. Park.fees on Parcels 2 and 3 shall be paid in lieu of land dedication pursuant to Chapter 20 of the West Covina Municipal Code. 4. Fire Department Requirements: a. One (1) steamer fire hydrant - James Jones Model 3700 or approved equal, located on northeast corner of Plateau and Vanderhoof Avenues. b. Hydrant with water shall be provided prior to framing. c. Hydrant opening shall form a 450 angle with curb face. d. Center of hydrant head outlet to be 30 inches to 36 inches above finish grade. A 5. Building Department Requirements: No requirements. 6. Police Department Requirements: No requirements. FINALLY RESOLVED, that the City Clerk shall certify to the adoption of this resolution. APPROVED and ADOPTED this 26th. day of April , 19 82 .
