A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA,'CALIFORNIA, APPROVING SUPPLEMENT NO.
13 TO LOCAL AGENCY STATE AGREEMENT NO. 07-5259
AND AUTHORIZING THE MAYOR AND CITY CLERK TO
• EXECUTE SAID SUPPLEMENT NO. 13
WHEREAS, the City of West Covina and the State of Calif-
ornia have entered into Local Agency State Agreement No. 07-5259
for the purpose of expanding Federal funds within the City of
West Covina; and
. WHEREAS, the City desires to implement a Federal Aid
Urban Program within the City of West Covina pursuant to the
Federal Highway Safety Act; and
WHEREAS, it is necessary to execute a program supplement
in order to implement said program;
NOW, THEREFORE, the City Council of the City of West
Covina does resolve as follows:
SECTION 1. The City Council of the City of West Covina
does hereby approve Program Supplement No. 13 to Local Agency
State Agreement No. 07-5259, and authorizes the Mayor and City
Clerk to execute said Program Supplement No. 131. attached hereto.
SECTION 2. The City Clerk of the City of West Covina
shall certify to the adoption of this resolution and is hereby
directed to transmit a copy of Program Supplement No. 13 to the
• California Department of Transportation,. District 13.

Pursuant to the Federal -Aid for Urban Systems Acts, the attached " Progr ni" of Federal -Aid
Urban System Projects marked "Exhibit B" is hereby incorporated in that Master Agreement for
the Federal -Aid Program which was entered into between the above named LOCAL AGENCY
and the STATE on June 13, 1977 , and is subject to all of the
terms and conditions thereof.
The subject program is adopted in accordance with Paragraph 2 of Article II of the aforemen-
tioned agreement under authority of City/Gzmn=Resolution No. 6504
approved by the City Council/Rtxot;okRa;punkxxxon March 8, . 1982

2. The City of West Covina will advertise, award and adminis.ter.this project.
3. In'awarding, or agreeing to award the contract, the Local Agency agrees the payment
of Federal funds will be limited to the Detail Estimate amount approved by the Federal
Highway Administration in the Federal -Aid Project Agreement (PR-2),.or its modification
(PR-2A), and accepts any increases in Local Agency funds.
4. The availability of Federal funds will be subject to meeting deadlines and/or other
conditions as may be imposed by the Director upon the recommendation of the FAU
Advisory Committee.
5. In executing this Program Supplemental Agreement, Local Agency hereby reaffirms the
"Nondiscrimination Assurances" contained in the aforementioned Master Agreement for
Federal -Aid Program.
