Resolution - 6501RESOLUTION NO. 6501 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING APPENDIX "A" OF RESOLUTION NO. 6278, THE CITY'S BASIC PAY RANGE STRUCTURE, AND RESOLUTION.-1~~277; AND" FIXING COMPENSATION':AND -BENEFITS ;FOR PERSONNELJ:IN CLASSES REPRESENTED BY THE_WEST COVINA ,COMMUNICATIONS.OPERATOR"S ASSOCIATION WHEREAS the City of West Covina management representatives • have met and conferred with the West Covina Communications Operator's Association; and WHEREAS the West Covina Communications Operator's Association declared impasse on several meet and confer items; and WHEREAS the City Council held a public hearing on the meet and confer impasse and directed staff to prepare `an'. mplementing re-solut-ion according to the City's final offer- ; - NOW, THEREFORE, the City Council does resolve as follows: SECTION 1. That Appendix "A" of Resolution No. 6278,, the City's Basic Pay Range Structure is hereby amended by Exhibit "A" of this resolution; and Section 7 of Resolution 1277 is hereby amended by this resolution. Section 2. The Basic Pay Range Structure for classes repre- sented by the West Covina Communications Operator's Association will be amended pursuant to Exhibit "A" which is on file in the Personnel Depart- ment. Section 3. HEALTH INSURANCE A. ,Effective July 1, 1982, the City will contribute a maximum of $125 per month.per qualifying employee towards the payment of premiums for City -contracted insurance coverage. In those instances where an employee's medical insurance premium is less than the City's $125 contribution, such employee will have an option to have the "excess" monies placed toward an existing benefit program. These options include: 1. Purchase of additional life insurance 2. Placement in a deferred compensation program 3. Placement in one's retirement program with PERS 4. Placement toward the dental premium 5. Placement spread over a combination of the options listed herein. B. With regard to those employees who are non-health.sub- scribers, the City will provide $50 monthly toward one of the options listed below, effective July 1, 1982, provided, however, that such employee shall provide the Personnel Department with evidence of health insurance programs available to the.City. 1. Purchase of additional life insurance 2. Placement in a deferred compensation program 3. Placement in one's retirement program with PERS • 4. "5. Placement Placement toward dental spread over a premium combination of the options listed herein. C. The City shall make its increased contribution, as set forth -in (a) above, effective with.the last pay period in June, 1982, in order to meet the prepaid requirements of the health.insurance carrier. Page Two SECTION 4. LIFE INSURANCE Life insurance will pay a sum equal to one-half .(:2) -the. employee's annual salary or $10,000, whichever is greater.. SECTION 5. STATE DISABILITY INSURANCE The City agrees to make available, at the employee's expense, the State Disability Insurance (.SDI) as provided by the State.of California, Wo later than May 1, 1982. SECTION 6. BEREAVEMENT PAY Five (.5) days per calendar -year will be provided for death of parent, spouse and children. The program is supplemental to th.e. current sick leave program. SECTION 7. UNI'FORM ALLOWANCE The City will increase the uniform allowance from $15G to $175 in the first year; and allow $125 for each year thereafter. SECTION 8. LONG TERM DI.SAB:ILI'TY The City will modify the program to provide for a 180 day waiting period and 600 of the employee's gross salary.. SECTION 9. BUDGET ALLOCATION That the City Council does hereby allocate an amount of money sufficient to fund these salary and benefit adjustments for the. life of this resolution, and authorize the transfer of funds for these purposes from Project 79030. SECTION 10. The.effective date of this resolution is January 1, 1982. SECTION 11. The City Clerk.shall certify to the.adopt on of this resolution.
