A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, AMENDING APPENDIX "A"
OF RESOLUTION NO. 6278, THE CITY'S BASIC PAY
RANGE STRUCTURE, AND RESOLUTION NO. 1277; AND
FIXING THE COMPENSATION AND BENEFITS FOR PERSONNEL
IN CLASSES REPRESENTED BY THE CALIFORNIA LEAGUE

WHEREAS, the City of West Covina management representa-
tives have met and conferred with the California League of City
Employee Associations; and
WHEREAS,•the City of West Covina and the California
League of City Employee Associations have mutually agreed in a
Memorandum of Understanding; and
WHEREAS, the City Council of the.City of West Covina has
received and filed the _Memorandum,.'..and directed staff to prepare
implementing resolutions;
NOW, THEREFORE, the City Council of the City of West
Covina does resolve as follows:
SECTION l.' That Apperidix'"'A".of.Resolution No. 6278,
the City's Basic Pay Range Structure is hereby amended by Exhibit
"A" of this resolution, and Section 7 of Resolution No. 1277 is
hereby amended by this resolution.;
SECTION Z. SALARY
The Basic Pay Range Structure for classes represented by
• the California League of City Employee.Associations will be amended
pursuant to Exhibit "A" which is on file with the Personnel Depart-
ment. v
SECTION 3. HEALTH INSURANCE
A. Effective July 1, _1982, the City will contribute a
maximum of $12.5 per month.per qualifying.employee towards the pay-
ment of premiums for City -contracted insurance coverage.
I.n those instances where an employee's medical insur-
ance premium is less than the City's $125 contribution, such em-
ployee will have an option.to have the "excess" monies placed toward
an existing benefit program. These options include:
1. Purchase of additional life insurance
2. Placement in a deferred compensation program
3., Placement in one's retirement program with.PERS
4. Placement toward the dental premium
5. Placement spread over a combination of the options
listed herein..
B. With regard to those employees who are non-health.sub-
scribers, the.City will provide $50monthly toward one of the options
listed below, effective.July 1, 19.82, provided, however, that such
• employee shall provide: the Personnel Department with.evidence of
health insurance coverage of a plan at least.equal to the health in-
surance programs available to the City.

B. With regard to those employees who are non -health sub-
scribers, the City will provide $50 monthly toward one of the options
listed below, effective July 1, 1982, provided, however,.that such
,.employee shall provide the,Personnel Department with evidence of ..,
health insurance coverage of a plan at least equal to the health
insurance programs available to the City.

4. Placement .toward dental premium

C. The City shall make its increased.contribution, a s set
forth in (a) above, effective with the last pay period in June, 1982,
in order to meet the prepaid requirements of the health -insurance
carrier.
SECTION 4. LIFE INSURANCE
Life insurance will pay a sum equal to one-half (_z) the
employee's annual salary or $10,000, whichever is greater.
SECTION 5. LONG-TERM DISABILITY
The City will modify the program .to provide for a 180 day
waiting period and 60% of the employee's gross salary.
SECTION 6. MANDATORY STANDBY
Standby.pay for one week is eight (.8) hours straight -
time pay. Standby pay for a week with a holiday is twelve (12)
hours straight -time pay. Standby pay for Thanksgiving Holiday week
• is sixteen (16)_ hours straight -time pay.
SECTION 7. LEAVE PROGRAM
The following programs will be added to the employee leave
plan:
A. Bereavement Five (5). days per calendar year will be
provided for death.of parent, spouse and children. The program is
supplemental to the.current sick leave program.
B. Holidays Holidays whch.fall on Saturday will be
observed on Friday, Holidays which fall on Sunday will be observed
on the following Monday.. Employees whose regularly scheduled workweek
includes Saturday and/or Sunday sha1.1 receive one .(l) day off with
pay for each.holiday falling on Saturday or Sunday. Such day off
shall be scheduled by the employee's department head or City Manager.
SECTION 8: STATE DISABILI"TY INSURANCE PROGRAM
The City agrees to make available at the employee's expense
the State Disability Insurance (_SDI)_ as provided by the State of
California no later than May, .1, 1982.
SECTION 9. WORK CONDITIONS,DURING SMOG ALERT
• A. It is agreed that the provisions of Section 1.1 of a Memo-
randum of Understanding for the period beginning January..l, 19.80. between
the City and the Union. dated January 3, 19.80, remains valid and in
full force and effect. In. addition, Section 13 of the Memorandum of
Understanding between the. City and the Union for the period beginning
January 1, 1981, shall be amended as follows:

year on those. occurrences-, when a;Stage 2 or Stage. 3 smog alert is.
predicted or called, During these. eight (8)_ work days, employees
will be. _required to report to work.in their normal fashion and at
their regularly scheduled time..
SECTION 10. BUDGET ALLOCAThONS
• That the City Council does h.ereby.allocate an amount of
money sufficient to fund these salary and.benef.t adjustments for
the life. of this resolution, and author, ize the transfer of funds for
these purposes from Project 790.30».
