Resolution - 6479RESOLUTION NO. 6479 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING APPENDIX "A" OF RESOLUTION NO. 6278, THE CITY'S BASIC PAY RANGE STRUCTURE, AND RESOLUTION,1277; AND FIXING THE COM- PENSATION AND BENEFITS FOR EMPLOYEES IN THE WEST COVINA CITY GENERAL EMPLOYEE'S ASSOCIATION. . The City Council of the City of West Covina does hereby resolve as follows: SECTION 1. That Appendix "A" of Resolution No. 6278, Basic Pay Range Structure for the classified service is hereby amended, and Section 7 of Resolution 1277 is hereby amended. SECTION 2. SALARY The Basic Pay Range Structure for employees in classes represented by the West Covina City General Employee's Association shall be increased pursuant to Attachment A. SECTION 3, HEALTH INSURANCE A. Effective July 1, 1982, the City will contribute a maximum of $125 per month.per qualifying employee towards the pay- ment of premiums for City -contracted insurance coverage. In those instances where an employee's medical insur- ance premium is less than the City"s $125 contribution, such em- ployee will have an option to have -the "excess" monies placed toward an existing benefit program. These options include: 1. Purchase of additional life insurance 2. Placement in-a.deferred compensation program 3. Placement in one's retirement program with PERS 4. Placement toward the dental premium 5. Placement spread over'a combination of the options listed herein. B. With regard to those employees who are non -health sub- scribers, the City will provide $50 monthly toward one of the options listed below, effective July 1, 1982,' provided, however, that such employee shall -provide the Personnel Department with evidence of health.insurance coverage of a plan at least equal to the health in- surance programs available to the City. 1. Purchase of additional life insurance 2. Placement in a deferred compensation program 3. Placement in one-'s retirement program with PERS 4. Placement toward dental premium 5. Placement spread over a combination of the options listed herein. C. The City shall make its increased contribution, as set forth.in (a) above, effective.with the last pay period in June, 1982, in order to meet the prepaid requirements of the health.insurance carrier, SECTION 4. LIF? INSURANCE Life insurance will.pay a sum equal to one-half (z) the employee's annual salary or $10,000, whichever is greater. Page Two SECTION 5. UNIFORM PROGRAM The. City w l•l;provide one complete uniform as defined by the applicable department,. plus $125 for the first year, and $125 for each year thereafter for the positions of Police Records Clerk I and II, Community Services Officer and Police Cadet. SECTION 6. LEAVE PROGRAM' . The following programs will be added to the employee leave plan: A. Bereavement - Five (5) days per calendar year will be provided for death of parent, spouse and children. The program is supplemental to the current sick leave program. B. Holidays - Holidays which fall on Saturday will be observed on Friday. Holidays which fall on Sunday will be observed on the following Monday. Employees whose regularly scheduled workweek includes Saturday and/or Sunday shall receive one (1) day off with pay for each:°hol_iday falling,, -,on -Saturday or Sunday. Such day off shall be scheduled by the employee's department head or City Manager. SECTION 7. ON CALL PAY Community Service Officers who are directed to remain "on call" during off -duty hours shall be compensated at the rate of $25.00 per day. SECTION 8. BUDGET ALLOCATION That the City Council does hereby allocate an amount of money sufficient to fund these salary and benefit adjustments for the life of this resolution, and authorize the transfer of funds for these purposes from Project 79-0.30. SECTION 9. The. effective date of this resolution is January 1, 1982.1 SECTION 10.. The City Clerk. shall certify to the adoption of this resolution.
