RESOLUTION NO. 6478
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA,. CALIFORNIA, AMENDING APPENDIX "A" OF
RESOLUTION NO. 6278, THE CITY'S BASIC PAY RANGE
STRUCTURE, AND RESOLUTION NO. 1277, AND FIXING THE
COMPENSATION AND BENEFITS FOR EMPLOYEES IN CLASSES
REPRESENTED BY THE WEST COVINA FIREMAN'S ASSOCIATION.
The City Council of the City of West Covina does resolve
as follows:
SECTION 1. That Appendix "A"' of Resolution No. 6278,
Basic Pay Range Structure for the classified service is hereby
amended, and Section 7 of Resolution .1277 is hereby amended.
SECTION 2. SALARY
The Basic Pay Range Structure for employees in classes
represented by the West Covina Fireman's Association shall be in-
creased pursuant to Attachment A on,fa.e. in.th.e.Personne.l Department..
SECTION 3. HEAhTH.INSURANCE
A. Effective July 1, 1982, the City will contribute a
maximum of $125 per month.per qualifying employee towards the payment
of premiums for City -contracted insurance coverage.
In those instances where. an employee's medical insurance
premium is less than the City"s $125 contribution, such employee will
have an option to have the "excess" monies placed toward an existing
benefit program. The.se options include:
1. Purchase of additional life insurance
2. Placement in a deferred compensation program
3. Placement in one's retirement program with.PERS
4. Placement -toward the dental premium
5. Placement spread over a combination of the options
listed herein,
B. Effective.July 1, 1983,.the City shall increase the
insurance contribution by the amount equal to the July.1, 1983 in-
crease in the cost of the Kaiser Foundation Health.Plan.
C. With.regard to those employees who are non -health sub-
scribers, th.e.City will provide $50: monthly toward one of the options
listed below, effective July-1, 19.82, provided, however, that such
employee shall provide the.Personnel Department with.evidence of
health.insurance coverage of a plan at least equal to the health in-
surance programs available to the City,
1. Purchase of additional life insurance
2, Placement in a deferred compensation program
3.. Placement in one's retirement program with PERS
4.. Placement toward dental premium
5. Placement spread over a combination of the options
listed herein..
D. The.City shall make its increased contribution, as set
forth in (A) above, effective with the last pay period in June, 1982,
in order to meet the pre -paid requirements of the health.i.nsurance
carrier. The City .shall make its> increased contribution, if appli-
cable as set forth in (B)_,l effe.ctiwe. with. the. last pay period in
June 1983, SECTION 4 UNIFORM__
PROGRAMf
The uniform allowance.for all professional Fire personnel
will be increased to $180. per year, effective ,Tanuary,_19.83,

SECTION 5. RETIREMENT
The present contract between the CITY and PERS will be
amended to provide the following programs:
A. On or before December 31, 1983, employees in classes
represented by the West Covina Fireman's Association will receive the
20 at 55 and Single`Highest Year.Compensation..

B. The .City PERS contribution, on behalf of the employee,
will be increased from 5o to 60, effective July, 1983.
SECTION 6. 'LEAVE PLAN
The following programs will be added to the employee .
leave, plan:
A. Bereavement - Five (:5) days per calendar year will
be provided for death.of, parent, spouse, and children. The program
is supplemental to the current sick.leave program.
B. Holidays Holidays wh.ch.fall on Saturday will
be observed on.Friday. Holidays which fall on Sunday will be observed
on the following Monday. Employees scheduled to work the weekend shall
receive one. (1)_ day's .pay,,ih addition-._to'%eight-` (-8) hours'-holiday'tpay`-
.or'ead,h-holiday falling on Saturday or Sunday.
SECTION 7. BUDGET ALLOCATION,
That the City Council does hereby allocate an amount of
money sufficient to fund these salary and benefit adjustments for
the life of this resolution, and authorize the. transfer of funds for
these purpose`s from Project 79.030..
SECTION 8. The effective. date of this resolution is
January 1, 1982.
SECTION 9.. The City Clerk. shall certify.to the adoption
of this resolution.
