Request of Tim Rose and Patricia Villalva, West Covina Residents That traffic conditions and vehicle speeds be reviewed along Fairgrove Avenue from Azusa Avenue to Lark Ellen Avenue. Traffic Committee Recommendations: That red curb be installed and vegetation be trimmed or removed on Fairgrove Avenue east of Nelson Street. That "watch downhill speed" (SW4-1) signs be installed on westbound Fairgrove Avenue between Nelson Street and Eveningside Drive. That additional speed limit (R2-4) signs with "radar enforced" plate be installed along Fairgrove Avenue. That vegetation adjacent to all side entrances along Fairgrove Avenue be trimmed or removed to improve safe stopping sight distance. That curbs be painted red adjacent to all side entrances along Fairgrove Avenue to improve safe stopping sight distance. IL Request of the City of West Covina Annual Intersection Collision Rate Report for the Year 2003 (Informational). Traffic Committee Recommendations: That intersection warning signs (W2-2) be installed on Cameron Avenue easterly and westerly of Garvey Avenue North. That the existing 8" traffic signal indicators be replaced with 12" traffic signal indicators at the intersection of Valley Boulevard and Sentous Avenue. That traffic signal ahead signs (W3-3) and pavement messages be installed on west and eastbound Amar Road at Azusa Avenue and north and southbound Azusa Avenue at Amar Road. Approve.the 2005 BJA Justice Assistance Grant (totaling $41,455) and authorize appropriations as follows: • $26,455 into 208.31.3110.7160 for unfunded public safety equipment needs, including weapons components, forensic items, and field enforcement equipment. • $15,000 into 208.31.3110.5112 for part-time positions working backgrounds, professional standards, forensics, etc. 2. Authorize the future appropriation of interest earned under this grant, to be spent on the same approved activities.
