Resolution - 6464RESOLUTION NO. 6464 A RESOLUTION OF.THE CITY COUNCIL OF THE CITY OF WEST COVINA SETTING A POLICY FOR THE UTILIZATION OF CITY RECREATIONAL FACILITIES AND SETTING FORTH FEES AND CONDITIONS FOR SUCH USE. T4EEREAS, it is the desire of the City Council of the City of West Covina • to establish a uniform Policy and Procedure for the utilization of Recreation and Park facilities; and K-MREAS, it is the desire of the City Council of. the City of T^?-:�st Covina that said facilities be used primarily for recreational_) purposes; N0;^7, THEREFORE, the City Council of West Covina does resolve as follows: SECTION 1. It shall be the responsibility of the Recreation and Park Director to direct the use of all departmental facilities by outside groups. SECTION 2. Such facilities shall only be used for recreational, City and governmental purposes herewith set forth: a. Activities contributing to the education, entertainment, or physical, mental, cultural, or moral development of group attending, observing, or participating therein, and includes any activity in the fields of music, drama, art, handicraft, science, literature, nature, study, nature contacting, and athletics, or any of them, and any informal play incorporating any such activity; functions held by City departments and public agencies relating to governmental purposes (including prevention of crime, education, preservation of the public health, prevention of fires, and aid to the pool). SECTION 3. Priorities for using departmental facilities shall be based upon the following order on a first -come basis: • a. Priority#1 - Department sponsored pr rains, Citv and P og _. government functions, officially co -sponsored activities. b. Priority #2 - %lest Covina Youth groups, Senior Citizens, handicapped groups, service groups, special charity .functions, public schools serving P7est Covina residents. c. Priority #3 - 'Vbst Covina non-profit organizations; such as private Homeowner's Associations, special-in+_erect clubs, dnd other -restricted membership groups. SECTION 4. Fees for usage shall be as follows based on one -hour increments: a. No Fee - Groups in Priority #1. b. No Fee - Groups in Priority #2 or #3 who meet.during normal operating hours (established seasonally by the .Recreation and Park Department, on .file with the Recreation and Park Department), and who do not charge admission or solicit donations. c. $10.00/hour - Groups in Priority #2 or #3 who meet after normal operating hours, or who charge admission or solicit donations. • d. $50 - $200 Security Deposit may be charged, depending upon size and type of activity. SECTION 5. A copy of the preceding tables of Priorities and Charges shall be maintained on file in the offices of the City Clerk and the Recreation and Park Director. SECTION 6. Rules and regulations governing the usage of all recreational facilities shall be maintained on file in the office of the City Clerk and the Recreation and Park Director. SECTION 7. This Resolution shall be effective December 14, 1981. SECTION 8. The City Clerk shall certify to the passage and adoption . of this Resolution; and the same shallft .thereaer take',effect and be:in force. APPROVED AND ADOPTED this 14th day of December 1981.
