It is recommended that the City Council waive the formal bidding process per
Section 2.333 (i) (2) of the West Covina Municipal Code and extend the existing
contract with Mariposa Horticultural Enterprises, Inc. for an additional five years
at no increase in the contract amount, and authorize the Public Works
Director/City Engineer and City Clerk to execute such contract.
3) Traffic Committee Minutes for Meeting of January 18, 2005 (accept & file)

Belt Compliance Campaign (CSBCC) grant from the State Office of

d) Amendment to Municipal Code Regarding Juveniles and Traffic
It is recommended that the City Council introduce the following

1) Proposed Orangewood Park Soccer Field Expansion
It is recommended that the City Council approve the following Council Sub -
Committee recommendation:
1. Initiate an amendment to the Orangewood Park Master Plan for approval of
soccer fields; and
2. Construct soccer fields at Orangewood Park and relocate baseball teams to
alternate baseball facilities such as Maverick Field and proposed Big League
Dreams; and
3. Prepare a Request for Proposal (RFP) to include a conceptual plan,
construction design drawings and specifications for soccer fields at
Orangewood Park.

3) Introduction of an Ordinance Amending Chapter 16 of the West Covina
Municipal Code in its Entirety and Consideration of a Resolution
Establishing Hours of Operation for all City Parks and Recreational
Facilities
It is recommended that the City Council adjust and clarify park hours; set forth
enforcement provisions for all parks; establish new property impoundment
provisions, and establish a special permit process requiring City Council approval
for alcoholic beverage consumption during City -sponsored or co -sponsored
events held outdoors in City parks by approving the following ordinance and
resolution:
1. Introduce the following ordinance:

5) 2004-05 Fiscal Year Mid -Year Budget Update
It is recommend that:
1. The City Council receive and file the budget update ,report, and provide
direction as appropriate on the balance of the recommendations.
2. The City Council grant authority to the City Manager to reduce department
budgets by an amount equal to 50% of salary savings generated by position
vacancies for miscellaneous employees and 15% of salary savings generated
from sworn public safety personnel vacancies.
3. Authorize re -amortizing the unfounded liability of the public safety
retirement plan to achieve cash -flow savings of $810,000.
4. Provide direction to staff as to the formation of a citizens budget committee.
