RESOLUTION NO. "6437
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, AMENDING
• POLICIES RELATING TO THE PRIOR ESTABLISH-
MENT OF MANAGEMENT CONFIDENTIAL
POSITIONS, SALARIES, AND BENEFITS AND
ADOPTING A MANAGEMENT AND CONFIDENTIAL
PRODUCTIVITY - COMPENSATION PLAN
WHEREAS, in the organizational structure of the City,
it is desirable to establish and define a core of administrative
professionals, more commonly known as "the management team"; and
WHEREAS, as a result of many discussions by members
of the staff and with the`City Council, it has been found desirable
to define clearly the management team, the overall and general
responsibilities of management personnel, and the compensation and
benefits to be derived by personnel designated as management; and
WHEREAS, it is desirable to promote employee pro-
ductivity, appropriate salary recognition of employee contributions,
payment of rates that are competitive with other agencies, and
internal salary equity;
WHEREAS, the City has met and conferred with the re-
spective employee associations and received concurrence in this
action; and
• NOW THEREFORE, the City Council of the City of West
Covina does resolve:_
SECTION 1. Management personnel generally shall
participate in"decision-making processes of the City's administrative
staff; encourage and promote cohesive, viable -approaches to im-
prove the organization's effectiveness and efficiency; keep pace
with the direction the City is heading by monitoring its needs and
desires; participate positively and enthusiastically in inter -and
non -departmental matters relevant to the administrative responsi-
bilities of the City..staff; devote the amount of time necessary to
perform their duties regardless of work stoppages or other exten-
sive demands which might be placed upon them;'refrain from repre-
senting an employee organization which includes non -management
employees in any discussions with the City, and faithfully carry
out and/or assume such assignments and responsibilities as re-
quested by the City Manager.
SECTION 2. The Management and Confidential Product-
ivity Compensation Plan prepared by William Hamilton & Associates
dated September 1981 is hereby adopted by reference.
A. PURPOSE
The intent -of the City Council is to establish a
program and guidelines for a :management'- and confidential pro-
ductivity -salary plan pursuant to certain stated goals and objectives.
B. APPLICATION
.The plan shall apply to all employees occupying
positions in -those classes designated as Management or Confidential.
C. ADMINISTRATION
The plan shall be administered by the City
Manager of the City of West Covina except for the Exceptional
Contribution Pay Program which may be.granted at any time by the
• City Council upon recommendation of the City Manager.
D. POLICY
1. Salary ranges shall be designed to ensure
satisfaction of the "equal pay for equal work " principle. To
the degree possible,.r,anges will reflect consideration of the
relative value of positions. Salary ranges shall be as estab-
lished from time to time by -resolution of the City Council.
2. All management and confidential classes shall
have two salary ranges titled A and B. The A range is appropriate
for entry level and fully qualified employees. The B range is
designed for those employees whose performance and value to the
City clearly exceed normal expectations.
3. Employees, both upon appointment and during
the course of their employment, may -receive any salary amount not
to exceed the maximum of.their range. Incremental salary adjust-
ments bear a direct relationship to progress of the employee
toward satisfying performance expectations.
4. Criteria used in the selection of survey
agencies which make up the labor market base shall emphasize pop-
ulation and geographical area. The determination of position
comparability shall take into account scope of responsibility,
• functions supervised,.staff-size, budget, and related factors.
5. The Exceptional Contribution Pay Program is
designed to recognize and encourage significant contributions to
the City service which exceed expectations or job requirements.
SECTION 3. The City Clerk shall certify to the
adoption of this resolution.
