A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, CALLING AND GIVING
• NOTICE OF THE HOLDING OF A SPECIAL MUNICIPAL
ELECTION TO BE HELD IN SAID CITY ON THE 3RD
DAY OF NOVEMBER, 1981 FOR THE PURPOSE OF SUB-
MITTING TO THE QUALIFIED VOTERS OF SAID CITY
AN INITIATIVE MEASURE AUTHORIZING THE IMPOSITION
OF A SPECIAL TAX TO FINANCE FIRE AND POLICE PRO-
TECTION SERVICES WITHIN SAID CITY
WHEREAS, under the provisions of the laws relating to general law cities
in the State of California, a special municipal election shall be held.on the 3rd day
of November, 1981, for the submission to the qualified electors of said city at said
election the initiative measure regarding levying a special tax for fire and police
protection services hereinafter set forth; -
NOW, THEREFORE., the City Council of the City of West Covina does hereby
resolve, declare, and determine as follows:
SECTION 1. That pursuant to the requirements of the laws of the State of
California relating to general law cities within said state, there shall be and there
is hereby called and ordered, held in the City of West Covina, County of Los Angeles,
State of California, on Tuesday, the 3rd day of November, 1981, a special municipal
election of the qualified electors of said cityfor the purpose of submitting to the
• qualified electors of said city a certain initiative ordinance regarding levying a
special tax for fire and police protection services in the City of West Covina.
SECTION 2. That certain City Council, pursuant to its right and authority
so to do, does hereby determine that there shall be and there is hereby ordered sub-
mitted to the qualified electors of said city at said special municipal election the
following question, to wit:
SHALL AN ORDINANCE BE ADOPTED LEVYING A SPECIAL
TAX FOR FIRE AND POLICE PROTECTION SERVICES IN 'YES
AN AMOUNT TO REPLACE REAL AND POTENTIAL REVENUES
LOST TO THE CITY FROM THE CLOSURE OF CERTAIN
LANDFILL OPERATIONS AND THE REZONING OF.CERTAIN NO
LAND SURROUNDING THE LANDFILL?
SECTION 3. That the ballots to be used at said election shall .be, both
as to form and manner contained therein, such as may be required by lax.; to be used
thereat.
SECTION 4. That the polls for said election shall be open at 7 o'clock
a.m. of the day of said election and shall remain open continuously from said time
until 8 o'clock p.m. of the same day, when said polls shall be closed, except as
provided in Section 14301 of the Elections Code of the State of California.
SECTION 5. That in all particulars not recited in this resolution, said
election shall be held and conducted as provided by law for holding municipal elections
in said city.

SECTION 6. That notice of time and place of holding said election is
hereby given, and the City Clerk is hereby authorized, instructed and directed to
give such further or additional notice of said election in time; form and manner as
required by law.
SECTION 7. That the City Clerk shall certify to the passage and adoption
of this resolution and, further, this resolution shall take effect immediately.
