Resolution - 6392RESOLUTION NO. 6392 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, CALLING • AND GIVING NOTICE OF THE HOLDING OF A SPECIAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON THE 3RD DAY OF NOVEMRER, 1981 FOR THE SUBMISSIOP,! TO THE QUALIFIED ELEC- TORS OF SAID CITY OF A CERTAIN INITIATIVE ORDINANCE RELATING TO THE DISPOSAL OF HAZ- ARDOUS WASTE WHEREAS, under the provisions of the laws relating to general law cities in the State of California, a special municipal election shall be held on the 3rd day of November 1981,:for the submission to the qualified electors of said city at said election the initiative measure relating to the disposal of hazardous waste hereinafter set forth; NOW, THEREFORE, the City Council of the City of West Covina does hereby resolve, declare, and determine as follows: SECTION 1. That pursuant to the requirements. of the laws of the State of California relating to general law cities within said State, there shall be and there is hereby called and ordered, held in the City of Nest Covina, County of Los Angeles, State of California, on Tuesday, the 3rd day of November, 1981, a special municipal election of the qualified electors of said city for the purpose of submitting to the • qualified electors of said city a certain initiative ordinance relating to the dis- posal of hazardous waste in the City of West Covina. SECTION 2. That certain City Council, pursuant to its right and authority so to do, does hereby determine that there shall be and there is hereby ordered sub- mitted to the qualified electors of said city at.said special municipal election the following question, to wit: SHALL AN ORDINANCE BE ADOPTED TO PROHIBIT THE DISPOSAL OF HAZARDOUS WASTES IN THE CITY OF WEST COVINA;:`;: TO LIMIT THE GEN- FS ERATION AND STORAGE OF HAZARDOUS WASTES IN" CERTAIN ZONES IN THE CITY OF WEST COVINA; TO REZONE CERTAIN PROPERTY SURROUNDING THEW" LANDFILL TO OPEN SPACE, AND TO DEFINE SAN-'NO ITARY LANDFILL SO AS TO LIMIT ITS USE TO • THE DISPOSAL OF BALED RIEFUSE? SECTION 3. That the ballots to be used at said election shall be, both as to form and manner contained therein, such as may be required by law to be used thereat. SECTION 4. That the polls for said election shall -be open at 7 o'clock a.m. of the day of said election and shall remain open continuously from said time until 8 o'clock p.m. of the same day, when said polls shall be closed, except as provided in Section 14301 of the Elections Code of the State of California. • SECTION 5. That in all particulars not recited in this resolution, said election shall be held and conducted as provied by law for holding municipal elections in said city. SECTION.6. That notice of time and place of holding said election is hereby given, and the City Clerk is hereby authorized, instructed and directed to give such further or additional notice of said election in time, form and manner as required by law. r� U SECTION 7. That the City Clerk shall certify to the passage and adoption of this Resolution and, further, this Resolution shall take effect immediately. APPROVED AND ADOPTED this 20th day of July, 1981.
