A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, ADOPTING THE CLASS
SPECIFICATION FOR CLERK; AMENDING SECTION 4 OF
THE CITY'S BASIC PAY RANGE SCHEDULE; AND AMENDING
RESOLUTION NO. 6181 RELATING�TO THE CITY'S AUTHOR-
IZED POSITION LIST.
• The City Council of the City of West Covina does resolve
as follows:
SECTION 1. Pursuant to the recommendation of the Person-
nel Commission of the City of West Covina, the class specification
for Clerk, attached hereto and marked as Exhibit A, is hereby
adopted.
SECTION 2. Section 4 of Resolution No. 6278 relating to
the City's Basic Pay Range Schedule for the classified service is
hereby amended to include the classification of Clerk at the salary
range of G-Z, $889 to $1,067 (including PERS).
SECTION,3. Resolution No. 6181 relating to the City's
Authorized Position List is hereby amended to include one (1)
Clerk at range G-Z in the Building and Safety Department.
SECTION 4. The City Clerk shall certify to the adop-
tion of this resolution.

Tinder supervision - performs routine clerical and general office
work of limited difficulty.
Pepresentative Duties
Sorts and files rater als alphabetically, numerically, and by other
predetermined procedures; sorts and routes`incom,ing mail and prepares
material for mailing; operates office equipment and machines including
photostatic copier, ten -key adding machine, microfilm camera and
reader, etc.; answers telephones, transfers calls, and responds to
routine public inquiries; fills orders for office materials and supplies;
may type noncritical materials such as forms, reports and records;
makes simple arithmetic computations; enters information on cards
and forms. Performs related duties as assigned.

JOB SUMMARY

MANAGEMENT/EXEMPT
• ilnder general direction, directs and supervises the activities,
operations, and personnel engaged in the maintenance and repair
of automotive and heavy equipment. Performs other duties as
required.
Representative Duties
Develops an a ministers a preventative maintenance program for
all City vehicles; inspects and diagnoses engine, mechanical, and
structural problems in automotive and heavy equipment; determines
repairs to be made; assigns and supervises repair work and inspects
jobs in progress; supervises and evaluates subordinate personnel;
inspects and tests equipment assigned for proper operation using.,
modern testing equipment; follows tests and procedures established
by the National Board of Fire Underwriters in the inspection and
maintenance of fire apparatus; orders stock and replacement
parts and tools; assists in formulation of budget estimates for
equipment, materials and personnel; maintains records for time,
equipment and costs. May be responsible for overseeing the
activities of subordinate personnel engaged in various other
skilled -craft operations such as welding, carpentry, sign painting,
electrical maintenance, etc. Performs other related duties as
directed.
QUALIFICATIONS GUIDE
Training, and Euerience
Hign school graduation or equivalent, supplemented by courses in
auto mechanics and heavy equipment repair; and six (6) vears of
Tourney level mechanic experience in automotive or equipment
repair, including two (2) years of supervisory experience.
Additional journey level mechanic experience may be substituted
for the required high school education on a year -for -year basis
,to a maximum of two years.
Knowled ,ems and Abilities
Knowledge:- of all yt'pes of automotive, construction and fire
equipmen , including engine, chassis,body and appurtenances;
the techniques and practices of testing, overhaul, repair, and
servicing of all types of equipment used in the City; good
knowledge of principles of supervision, training, and work
scheduling.
Ability: to train and supervise personnel in equipment repair,
ser-- vvicinp, operation, and record keeping; to operate shop
equipment and tools, including forges and welding equipment;
to estimate costs and order materials and equipment; to main-
tain equipment records, check records, keep cost information,
make calculations, and prepare reports.

Business License ordinance by field inspection and examinations
of businesses and does related work as required.

Inspects new businesses and explains licensing requirements including
those which are covered by other city departments and including;,
where appropriate, an explanation of requirements for bonds or insur-
ance; follows up leads from sources such as expired licenses,
advertisements and legal notices to locate new or transferred
businesses; checks activities of peddlers and solicitors and sees
that they are properly licensed; assists applicants in completing
applications for licenses; accepts payment of fees and issues
receipts; makes reports and accounts for money received; in cases
of possible violation of licensing regulation determines whether
cooperation can be obtained and if not, issues citation; reports
evidence ofbusiness after denial of license; inspects sales tax
permits and its application to the City; represents they City in
small claims court; answers oral or written inquiries and gives
other information regarding licensing procedures and laws; reports

Training and experience
Craduation from high school or equivalent. College courses in
public relations, psychology, business. or related fields are
desirable.
A minimum two years of experience in a business activity involving
extensive and sensitive public contacts. Experience in inspection,
collection, or investigative work is desirable.
Knowledge and Abilities
Knowledge.of municipal tax, business license and related revenue
and control ordinances, their purposes and methods of administration;
knowledge of basic accounting and office systems methods, and of the
forms and proiopdures involved in collecting hills, knowledge of types,
organization, purposes and operation of modern business enterprises;
ability to contact people skillfully so as to Fain cooperation and
compliance with requests through persuasion and in speaking logically
and clearly; ability to interpret laws and regulations and to apply
them to particular situations; ability to keep accurate records and
write concise and comprehensive reports.
• LICENSE REQUIREMENTS
Possession of a valid State of California Driver's License.
