Resolution - 6330• RESOLUTION NO. 6330 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, APPROVING TENTATIVE TRACT':MAP NO.; 41972..AND'=CERTIFYING THE NEGATIVE DECLARA- TION OF ENVIRONMENTAL IMPACT AS IT APPLIES THERETO. THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DOES RESOLVE AS FOLLOWS: WHEREAS, there was filed with the Planning Commission a verified application on the forms prescribed in Chapter 20 of the West Covina Municipal Code, for the physical development of that certain property generally described as follows: Parcels 1,2,3 and 4 of Parcel Map No. 7713 in the City of West Covina, as per Map Book Records in Map Book 119, Page 16 of Parcel Maps as recorded in the office of the County Recorder of Los Angeles, California; and WHEREAS, the Planning Commission upon giving the required notice did on the 15th day of April, 1981, conduct a duly advert- ised public hearing as prescribed by law to consider said applic- ation; and WHEREAS, studies and investigations made by this Commi- ssion and in its behalf reveal the following facts: 1. The applicant is requesting approval of a tentative tract map for the purpose of constructing a 9-unit condominium development at the above location. 2. Findings necessary for approval of a tentative tract' map: A. The proposed map is consistent with the General Plan and the Woodside Village Master Plan as amended. b. The design and improvements of the proposed sub- division are consistent with the General Plan and the Woodside Village Master Plan as amended. C. The site is physically suited for the proposed type of development. d. The site is physically suitable for the proposed density of development. e. Neither the design nor the improvements of the pro- posed subdivision will cause any substantial envir- onmental damage. f. Neither the design nor the improvements of the pro- posed subdivision are likely to cause any public health problems. g. Neither the design nor the improvements of the pro- posed subdivision will conflict with easements ac- quired by the public for use of property within the subdivision. 3. An initial study has revealed that, because of its compatibility with the surrounding Woodside Village Master Plan land use designations and developments • and its conformance to the General Plan, this project will have no significant effect on the environment. 4. Subject tentative tract has been filed in conjunction with PCD-1, Amendment No. 6 and Development Plan No. 31. WHEREAS, the Planning Commission based on said findings, adopted Resolution No,A'=Bl=3097'recommending to the City Council approval of Tentative Tract No. 41972; and WHEREAS, the City Council of the City of West Covina, did on the llth day of :May 1981, conducta duly advertised public hearing; and WHEREAS, as a result of said hearing, the City Council affirms the findings made by the Planning Commission and set forth in their Resolution No. 4-81-3097. NOW,! -THEREFORE, BE IT RESOLVED, that Tentative Tract Map No. 41972 and the Negative Declaration of Environmental Impact as it applies thereto, be APPROVED and CERTIFIED respectively, sub- ject to the provisions of the West Covina Municipal Code provided that physical development of.the herein described property shall conform to said Plan and the following conditions which, except as otherwise expressly indicated, shall be fully performed and • completed or shall be secured by bank or cash deposit satisfact- ory to the Planning Director before the use or occupancy of the property is commenced and before a Certificate of Occupancy is issued, and the violation of any of which shall be grounds for revocation of said Tentative Tract Map by the Planning Commission or City.Council. 1. Comply with Tentative Tract Map No. 41972, dated April 15, 1981. 2. Comply with all requirements of the PCD-1 Zone except where modified by Planning Commission or City Council. 3. Engineering Department Requirements: a. Applicant to comply with all conditions contained in Planning Commission Resolution No. 567. b. Sanitary Sewer's shall be provided. C. The required street improvements shall include those portions of Pass and Covina Road and Lark Ellen Avenue contiguous to subject property. d. Nine -foot wide sidewalks with trees in tree wells, shall be constructed along Pass and Covina Road . and Lark Ellen Avenue adjacent to curb. e. Adequate provision shall be made for acceptance and disposal of surface drainage entering the property from adjacent areas. -2- f. Parking lot and driveway improvements on priv- ate property shall comply with Planning Commiss- ion Resolution No. 2513 and be constructed to • the City of West Covina Standards. g. Prior to issuance of a building permit and/or approval of a final map the applicant shall satisfy all of the following requirements: i. A final grading and drainage plan showing existing and proposed elevations and drainage structures (and showing existing and proposed on -site and off -site improvements) shall be submitted to and approved by the Planning, Building and Engineering Departments. ii. Arrangements for the installation of street lights with underground wiring shall be made with Southern California Edison Company. At the time of installation, the applicant shall provide the necessary trenching and backfill. iii. A parking lot lighting plan showing electrol- ier types and locations, average illumination levels, points of minimum illumination and photometric data as requested shall be sub- mitted to and approved by the City Engineer and Planning Director. iv. An itemized cost estimate for all on -site and off -site improvements to be constructed (except buildings) shall be submitted to Engineering Department for approval. Based upon the app- roved cost estimates, required fees shall be paid and improvement securities shall be post- ed prior to final approval of the plans. h. The proposed subdivision shall conform to Chapter 20 divisions of the City of West Covina Municipal Code. 4. Building Department Requirements: No requirements. 5. Fire Department Requirements: a. Two Steamer fire hydrants (2�-"x 4" outlets) - James Jones model 3700 or approved equal. b. Fire hydrants on plan to be flushed and painted by contractor or developer before Fire Department acceptance. • C. Both hydrant outlet openings shall form a 450 angle with curb face. d. Center of hydrant head outlet openings to be 30" - 36" above finish grade. e. On -site water serviceable hydrants to be provided by developer before framing started. Hydrants to be provided as development progresses supplied with water. -3- f. 50' turning radius for Snorkel. 15' overhang from rear wheel to end of Snorkel basket. 25' drive standard. • g. Snorkel use on travelled areas needs 20 ton support. h. Water mains and hydrants to be installed as per City of West Covina Water Department Standards of AWWA Standards. See C600, "AWWA Standard for Installation of Cast Iron Water Mains," and AWWA Manual M17, "Installation, Operation and Mainten- ance of Fire Hydrants," and AWWA C503-75 "Wet Barrel Fire Hydrants". 6. Police Department Requirements: No requirements. FINALLY RESOLVED, that the Secretary be instructed to forward a copy of this Resolution to the applicant, Building and Safety Director, and City Council, respectively, for their atten- tion.
