A RESOLUTION OF -THE CITY COUNCIL OF
THE CITY OF WEST COVINA, CALIFORNIA,
IMPLEMENTING GUIDELINES FOR MEDIA
• REPRESENTATIVES AT PUBLIC MEETINGS.
WHEREAS, places are limited in the City Council Chambers for placement
of media and court reporter equipment and
1,1HEREAS, several technical crews may be assigned to cover certain pub-
lic meetings and
WHEREAS, unsafe conditions are created by equipment blocking or impeding
movement in the aisles and blocking points of ingress and egress,
NOW, THEREFORE, BE IT RESOLVED THAT the following guidelines shall apple
to representatives of the media and court reporters:
1. Council Chambers will be open at 7:00 P.M.
2. TV crews may only set up tripods in the balcony, but be cautioned
to leave room for handicapped access. Hand held cameras are per-
mitted in the press area below the Council podium in addition to
the balcony area. Crews should be reminded not to obstruct or
interrupt Council members and staff directly behind the press area.
No tripods are permitted in the aisles.
3. Court reporters may set up in the City Clerk's area.
4. Crews may only go behind the rail in front of the Council -podium
before the meeting begins to use electrical outlets. All cords
must be taped down.
5. Speaker mikes may only be taped to the lecturn mike or boom mikes
held to the speaker. Mikes shall not be taped to ceiling speakers
or furniture.
6. Flood lights for illumination for TV camera work should only be on
while actual taping is in progress.
