Resolution - 6307RESOLUTION NO. .6307 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING PRECISE PLAN OF DESIGN NO. 746, AS REVISED. • The City Council of the City of West Covina, California, does hereby resolve as follows: WHEREAS, there was filed with the City of West Covina a verified application of Shapell Government Housing, Inc., requesting approval of a precise plan of design for the construction of an 81-unit apartment complex on a 6.11-acre parcel of land, located on Aroma Drive east of Donna Beth Avenue and north of Galster Wilderness Park in the Low Density (MF-15) and Medium Density (MF-20) Multiple -Family Zones, and described as follows: Lot 5, Tract No. 29126, City of West Covina, Book 816; pages 60 to 62, inclusive, of Maps, as recorded in the Office of the Los Angeles County Recorder; and WHEREAS, an environmental impact report encompassing said application has been prepared identifying and mitigating significant impacts, and, where impacts cannot be mitigated, addressing those impacts by a statement of overriding con- sideration; and WHEREAS, hearings on said application were duly noticed and conducted by the Planning Commission on September 17, 1980, January 7, 1981, and finally on January 21, 1981, at which time said application was approved by the Planning Commission subject to conditions;.and WHEREAS, that ,action of the Planning Commission was appealed to the City Council for hearing and consideration; and WHEREAS, after proper and legal notice, the City Council held hearings on said Planning Commission action on March 16, 1981, and March 23, 1981,. NOW, THEREFORE, BE IT RESOLVED, that, pursuant to findings made in Planning Commission Resolution No. 1-81-3082, approving Precise Plan of Design No. 746, and those findings made in Planning Commission Resolution No. 1-81-3083, certifying Environmental Impact Report No. 80-1, the City Council does hereby approve Precise Plan of Design No. 746, provided that the physical development of the property included therein shall conform to said plan and to each and all of the conditions of precise plan approval, contained in Planning Commission Resolution No. 1-81-3082, which.resolution is by this reference incorporated herein and including -the conditions contained in this resolution. BE IT FURTHER.RESOLVED, that the violation of any of the conditions contained in Planning Commission Resolution No. 1-81-3082 or this resolution shall be grounds for the revocation of the precise plan by.the Planning Commission or the City Council. The precise plan shall not be effective for any purpose until the owner of the property or his duly authorized representative has filed in the office of the Planning Department an affidavit stating that he is aware of and accepts all of the conditions contained in Planning Commission Resolution No. 1-81-3082 and this resolution, as follows: • • 1. Comply with Study Plan "A," dated January 7, 1981, as revised. 2. Comply with Exhibit 1 - Elevations. 3. Comply with all standards of the MF-15 and MF-20 Zones, where applicable. • 4. Submit a comprehensive landscaping plan, including automatic sprinkling system, to the Planning Director for review and approval prior to the issuance of any building permit. 5. All ground -mounted, wall -mounted and/or roof -mounted equip- ment not shown on the approved Study Plans, shall be screened from public view in a manner that is architecturally compatible with the main building. Plans and elevations indicating the type of equipment and method of concealment shall be submitted to the Planning Director for review and approval prior to the issuance of a building permit. 6. Street trees, tree wells and bubblers shall be provided on Aroma Drive at approximately 40-foot intervals and 15 feet from the driveways and curb returns. 7. All utilities shall be installed underground. 8. Trash enclosures shall be installed pursuant to Section 10807.16 of the Municipal Code. 9. Engineering Department Requirements: a. Applicant to comply with all conditions contained in Planning Commission Resolution No. 567. • b. Sanitary sewers shall be provided. C. The required street improvements shall include those portions of Aroma Drive (driveway approaches) contiguous to subject property. d. Nine -foot wide sidewalks (with trees in tree wells) shall be considered along Aroma Drive adjacent to curb. e. Adequate provision shall be made for acceptance and disposal of surface drainage entering the property from adjacent areas. f. Parking lot and driveway improvements on private property shall comply with Planning Commission Resolution No. 2513 and be constructed to the City of West Covina Standards. g. Prior to issuance of a building permit, the applicant shall satisfy all of the following requirements: i. A final grading and drainage plan showing existing and proposed elevations and drainage structures (and showing existing and proposed on -site and off -site improvements) shall be submitted to and • approved by the Planning, Building, and Engineering Departments. ii. Arrangements for the installation of street lights with underground wiring shall be made with Southern California Edison Company. At the time of installa- tion, the applicant shall provide*the necessary trenching and backfill. -2= iii. A parking lot lighting plan showing electrolier types and locations, average illumination levels, points of minimum illumination and photometric data as requested:".shall be submitted to and approved by the City Engineer and Planning Director. iv. An itemized cost estimate for all on -site and off -site improvements to be constructed (except • buildings) shall be submitted to the Engineering Department for approval. Based upon the approved cost estimates, required fees shall be paid and improvement securities shall be posted prior to final approval of the plans. 10. Building Department Requirements: a. Comply with requirements and standards of the Uniform Building Code, the State of California and the City of West Covina for accommodation of, and access by, the physically handicapped. The developer is encouraged to exceed the minimum requirements of.said codes when- ever feasible. b. Comply with requirements of Uniform Building Code for construction in Fire Zone III. C. Comply with construction codes adopted by the City of West Covina: i. 1979 - Uniform Building Code. ii. 1979 - Uniform Plumbing Code. p. iii. 1979 - Uniform Mechanical :Code. iv. 1978 - National Electrical Code as amended by local ordinance. 11. Fire Department Requirements: a. Steamer fire hydrants (2z" x 4" outlets) - James Jones Model 3700 or approved equal. b. Water system as specified. c.. 300' spacing between hydrants. d. Fire hydrants on Plan to be flushed and painted by contractor or developer before Fire Department acceptance. e. Both hydrant outlet openings shall form a 450 angle with curb face. f. Center of hydrant head outlet openings to be 30" - 36" above finish grade. g. On -site water serviceable hydrants to be provided by developer before framing started. Hydrants to be provided as development progresses, supplied with water. • h. Thirty-five foot turning radius for pumper. i. Fifty -foot turning radius for Snorkel. Fifteen -foot overhang from rear wheel to end of Snorkel basket. Twenty-five foot drive standard. . j. Interior drives shall provide circulation around complex and vehicle access within 150 ft. of any building or portion thereof. -3- k. Two means of ingress, egress for development. 1. Snorkel use on travelled areas needs 20-ton support. M. Water mains and hydrants to be installed as per City of West Covina Water Department Standards or AWWA Standards. See C600, "AWWA Standard for Installation • of Cast Iron Water Mains," and AWWA Manual M17, "Installation, Operation and Maintenance of Fire Hydrants," and AWWA C503-75 "Wet Barrel Fire Hydrants." n. Install four (4) steamer -type fire hydrants as shown on plan. o. Provide a totally -looped minimum 8" water main system. p. Provide emergency access to site as shown on plan (2 locations).. q. Provide 3500 G.P.M. fire flow. 12. Police Department Requirements: a. Adequate directory sign at entrance. b. Addresses and/or building numbers clearly visible on all four sides of each building. C. Standard requirements for safety hardware. d. Security lighting around recreational areas and along all walkways. e. Fencing around pools (if applicable). f. Security gates at the two entrances of the parking areas. The gates should be electrically operated with a KNOX-BOX master key bypass system for Police and Fire Department use. The gates should be of a type that will restrict unauthorized vehicles and pedestrians from the parking and complex areas. (For information on.the KNOX-BOX system, contact the Fire Department.) g. Automatic spring -activated auxiliary locking devices on all exteriorwindows and sliding glass doors. Must be separated from main locking device. h. A locking device with a combination of single cylinder dead bolt (minimum 1" throw) and entry set, containing panic -free operation for interior egress on all exterior doors other than sliding glass doors. i. Door viewers in all main entrance exterior doors with 180 degree view. j. High pressure sodium lighting with break -resistant covers in all carport and open space parking areas. • No less than one candlepower at ground level. -4- 11 13. Additional Fire 'Department 'Requirements : a. If security gates are installed, the following require- ments shall be met: (1) A lock box shall be provided, readily accessible to the Fire Department and of a type approved by . the Fire Department. The only key to this box will be in the possession of the Fire Department. The box will contain whatever keys are necessary to operate the gates. (2) The gates shall be provided with an override device to allow free operating by the Fire Department through the gates. b. The two Fire Department gates in the south wall shall be provided with padlocks, the Fire Department retaining the only two keys. Locks to be approved by the Fire Department. 14. Planning Commission Requirements: a. A six-foot high, masonry block wall shall be constructed along the northerly boundary of the site where adjacent to single-family zoning and development, unless waived by the Planning Commission at the written request of the adjacent property owner. Wall to be considered a first item of construction. b. A swimming pool, not less than 900 square feet in area and suitable for both adults and children, shall be included • as part of the recreational facilities. C. In the event the City should adopt a "renter's awareness package," the applicant shall be so notified and shall prepare the necessary information to be distributed to prospective renters. d. The applicant shall prepare a drainage plan to the sat- isfaction of the City Engineer that adequately eliminates any foreseeable impact of storm runoff on adjacent prop- erty. e. A landscaping plan, showing detailed planting and irrig- ation treatment of the northerly slope, shall be reviewed by the Planning Director, particularly regarding types and ultimate height of trees. FINALLY RESOLVED, that the City Clerk shall certify to the adoption of this resolution.
