A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, AMENDING APPENDIX
"A" OF RESOLUTION NO. 6062 AND APPENDIX "A" OF
RESOLUTION NO. 6070, THE CITY'S BASIC PAY RANGE
STRUCTURE, AND FIXING THE COMPENSATION AND BENE-
FITS FOR CLASSIFIED PERSONNEL IN THE CITY'S
is
SERVICE.
The City Council of the City of West Covina does resolve
as follows:
SECTION 1. That Appendix "A" of Resolution No. 6062 and
Appendix "A" of Resolution No. 6070, Basic Pay Range Structure for
the classified service, is hereby amended and Section 7 of Resolu-
tion No. 1277 is hereby amended.
SECTION 2. That effective January 1, 1981, the Basic Pay
Range Structure shall be increased as follows:
A. For employee -members of the West Covina Fireman's
Association an average of ten percent (10%) for Firefighters and
an average of twelve percent (12%) for Fire Engineers and Fire
Captains.
B. For employee -members of the West Covina Police Officer's
Association an average of eleven percent (11%) for Police Officers
and an average of eight and one-half percent (812/) for Police Cor-
porals and Police Sergeants.
C. An average of ten percent (10%) for employees in the
classification of Communications Operator.
D. An average of twelve percent (12%) for employee -
members of the West Covina General Office Workers Association and
S.E.I.U., Local 690.
SECTION 3. That effective July 1, 1981, the Basic Pay
Range Structure shall be increased an average of four percent (4%)
for all classified employees.
SECTION 4. The classes in the following list are hereby
assigned to the schedule and ranges in the Basic Pay Range Structure,
or to the rate of compensation otherwise indicated in the "Footnote"
section herein.

A.. Effective July 1, 1981, the City will contribute a
maximum of $115 per month per qualifying employee towards the payment
of premiums for City contracted insurance coverage.
In those instances where an employee's medical insurance
premium is less than the City's $115 contribution, such employee will
have an option to have the "excess" monies placed toward an existing
benefit program. These options include:
l: Purchase of additional life insurance
2. Placement in a deferred compensation program
3. Placement in one's retirement program with PERS
4. Placement toward the dental premium
5. Placement spread over a combination of the options
listed herein.

B. With regard to those employees who are non -health sub-
scribers, the City will provide $50 monthly toward one of the options
listed below, effective July 1, 1981, provided, however, that such
employee shall provide the Personnel Department with evidence of health
insurance coverage of a plan at least equal to the health insurance
programs available to the City.
• 1. Purchase of additional life insurance
2. Placement in a deferred compensation program
3. Placement in one's retirement program with PERS
4. Placement toward dental premium
5. Placement spread over a combination of the options
listed above.
C. The City shall make its increased contribution, as set
forth in (A) and (B) above, effective with the last pay period in
June 1981, in order to meet the pre -paid requirements of the health
insurance carrier.
SECTION 6. TUITION REIMBURSEMENT BROGRAM
The City agrees to increase the amount of reimbursement
available under the City's Tuition Reimbursement Program Guidelines
to $260 annually for those employees enrolled in a quarter -system pro-
gram, and $279 annually for those enrolled under a semester -system
program. These increased amounts will become effective on January 1,
1981.
SECTION 7. Footnotes to the Basic Pay Range Structure
Relating to Additional Compensation for Certain Classifications.
(1) A 22 percent differential is granted for night shift
• assignment.
(2). Exempt classes (see Personnel Rules and Regulations -
Municipal Code, Section No. 2410.)
(3) When not a requirement in job specification, a half-
step pay bonus will be paid for Engineer -in -Training
certificate, and a 12 step pay bonus for a California
Registered Engineer License.
(4) "Apprentice Mechanic" shall advance to the classifica-
tion of "Mechanic" after five years satisfactory serv-
ice and completion of the qualifying exam.
(5) "Maintenance Worker I" shall advance to the classifica-
tion of "Maintenance Worker II" after one year of satis-
factory service. "Maintenance Worker III" level is
awarded upon special assignment and when based upon
merit of responsibilities, provided that the appointee
has completed at least one year at the "Maintenance
Worker II" level.
(6) All new appointments to Secretary shall be made to a
wage within the designated salary key. The same will
hold true for Department Secretaries. Promotion to
• Department Secretary shall be in accordance with the
following qualifications and approvals:
(a) Minimum of four years experience with the City,
in a full time capacity, of which at least three
years must have been in a Secretary position;

(c) Currently filling a position as Secretary to a
department or division head;
• (d) Recommendation of department head or division
head in view of training, experience, work duties,
and high level of performance in current position;
and
(e) Approval of the City Manager.
Secretaries who are transferred shall neither obtain
nor lose their Department Secretary designation by
virtue of the transfer.
(7) A one step differential for assignment to Detective
for up to 11 Police Officers and one Sergeant. The
differential for the Sergeant shall be eliminated
when the incumbent leaves that position. In addition
to the number of authorized full-time positions of
Police Officer, additional full-time positions, not
to exceed four are authorized. Appointments to the
additional positions provided for in this footnote
may only be made with the prior approval of the City
Manager.
(8) Employees will be compensated at the rate of 12 times
the hourly rate when assigned work requiring use of
climbing spikes.
(9) A seven and one-half percent (72/) differential is
awarded when an employee is assigned Senior Communi-
cations Operator responsibilities in the absence of
an available Communications Supervisor.
(10) Deleted per Resolution No. 5552 regarding Clerk Typists
in the Police Department.
(11) Sworn classified Police employees receive a five per-
cent differential for an Associate Degree or equivalent
and a separate five percent differential for an ad-
vanced P.O.S.T. certificate.
(12) Firefighters assigned to paramedic duty,by the Fire
Department shall receive the same rate of pay as a
Fire Engineer.
(13) Deleted per Resolution No. 5446 regarding Civil Engin-
eering Associate in the Water Department.
(14) Deleted per Resolution No. 5446 regarding Civil Engin-
eering Associate in the Redevelopment Department.
(15) Deleted per Resolution No. 5887 regarding Senior
Building Inspector in the Building Department.
UNIFORM ALLOWANCE PROGRAM
(1) Police Officers, Corporals, and Sergeants receive
$175 per year in uniform allowance and $75 per year
in cleaning allowance.

(2) All professional Fire personnel receive $160 per year
in uniform allowance.
(3) Secretaries, Clerk Stenographers, Police Records Clerk
I, Police Records Clerk II, Community Services Officers,and
Account Clerks -assigned to the Police Department receive
is
$125 per year in uniform allowance when uniforms are requires
(44) Police Cadets receive $125 per year in uniform allow-
ance. $75 per year in cleaning allowance delted in
1976-77 M.O.U.
(5) Crossing guards receive $45 per year in uniform allow-
ance.
(6) Communications Supervisors and Operators receive $125
per year in uniform allowance.
(7) Initial Uniform Allowance for New Hires - All new
police department clerical personnel and Communications
Operators and Supervisors will be entitled to a one
hundred fifty dollar ($150) uniform allowance during
first year of employment.
SECTION 8. BUDGET ALLOCATION
That the Council does hereby allocate a sum of money as
detailed herein to cover unanticipated and heretofore unbudgeted ex-
penditures in connection with cash pay -outs to separating employees
for accumulated sick leave and vacation. Such pay -outs have been made
. in accordance with the provisions of the City's Personnel Resolution
No. 1277 and/or Government Code requirements. The funds are allocated
as follows.

SECTION 9. BUDGET ALLOCATION
That the City Council does hereby allocate an amount of
money, not to exceed $460,000 and authorizes transfer of said funds
from Project SP79030 to the individual departmental accounts for pur-
poses of funding these salary and benefit adjustments for the life
of this resolution.
SECTION 10. The effective date of this resolution is
January 1, 1981.
SECTION 11. The City Clerk shall certify to the adoption
of this resolution.

Pay assignment and pay increases for limited service classifications shall
be granted as follows:
Group I: With the approval of the City Manager, may be hatred at a rate of
$2.60 to $6.49 per hour depending upon qualifications and level of assigned,
duties.
Group I, II and III Begin new employees at X step (except as noted above),'
Steps Y and Z are awarded after successful completion of 500 hours of work
per step.
Group IV: Assign as follows:
X - newly'employed'or assigned.
Y - Successful completion of one.year at Step "X" plus 200.hours
1. ..annual non -paid service.
Z - Successful completion of one year at Step "Y" plus 200 hours
annual non -paid service.
Note:
An employee, upon promotion to a higher limited service class within
the same series, when possible, shall be placed on the step_ in the
new range that results in an increase in wages.

When an employee works less than an eight-hour.day, except when otherwise
specified herein, he shall be paid the hourly equivalent of his monthly
salary times the actual number of hours worked per day. For the purpose of
computing daily rate equivalents in the case where an employee works less
than a full calendar month, the hourly rate shall be multiplied by eight.
