A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
• WEST COVINA, CALIFORNIA, REQUESTING FEDERAL,
STATE AND LOCAL AGENCY PARTICIPATION IN ODOR
STUDIES PERTAINING TO THE BKK' SANITARY LANDFILL
IN THE CITY OF WEST COVINA.
WHEREAS, on November 10, 1980 the City of (lest Covina hired EUTEK, Inc.
to conduct odor studies to scientifically determine odor conditions in and
around the BKK Sanitary Landfill in the City of blest Covina and recommend
odor mitigation measures; and
WHEREAS, the cost of such studies amounted to $172.,000; and
WHEREAS, the City Council directed staff to request financial assistance
in this matter and any future studies from appropriate general State and local
jurisdictions; and .
WHEREAS, the goal of the Resource Conservation and Recovery Act of 1976
is to obtain and maintain adequate safe and secure waste disposal facilities
in the United States; and
WHEREAS, the BKK Sanitary Landfill operation complies with State and Fed-
eral standards for a landfill disposal operation in attempting_ to achiefe that
• goal; and
WHEREAS, odors from landfill sites are not just local problems; and
WHEREAS, the new technology and procedures applied to the BKK Sanitary
Landfill and quantified by EUTEK are transferable to other disposal sites
throughout the State of California and the Western United States, with minor
modifications for local conditions; and
WHEREAS, the BKK Sanitary Landfill receives for disposal about 25% of
all hazardous waste in the State of California and additional hazardous waste
from the Western United States; and
WHEREAS, it is unreasonable to expect the City of !lest Covina to bear the
burden of hazardous waste disposal for the State of California and the Western
United States and bear the cost for studies to develop odor mitigation measures
that can be applied. to all landfill disposal sites in the Mate of California
and the Western United States; and
WHEREAS, it is in the best interests of intergovernmental cooperationthat
all appropriate Federal, State and local agencies assist the City of blest Covina
in funding the past and future EUTEK studies,
NM, THEREFORE, BE IT RESOLVED, that the City Council of the City of blest
Covina does hereby.resolve as follows:
• Section 1. Request financial assistance from all appropriate Federal,
...State and local agencies in funding of both past and future studies pertaining
to the BKK Sanitary Landfill in the City of West Covina.
Section 2. The City Clerk is hereby authorized to transmit an executed
copy of this resolution to all appropriate Federal, State and local agencies.
