A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA APPROVING
PRECISE PLAN NO. 750 AND VARIANCE
• NO. 810 (Larry Sade).
The City Council of the City of West Covina does
hereby resolve as follows:
SECTION 1. The City Council does hereby find and
determine that there were filed with the Planning Commission
the applications of Larry Sade requesting the approval of a
precise plan of design and variance for the construction of
a 19,680-square foot office building on a 1.05-acre parcel
of land described as follows:
A 1.05-acre portion of Lots 181 and
182 of E. J. Baldwin's Fifth Subdi-
vision, as per map recorded in
Book 12, Pages 134 and 135 of Maps,
in the office of the Los Angeles
County Recorder.
SECTION 2.. Hearings on the applications were duly
conducted by the Planning Commission and the Planning
Commission approved the applications subject to conditions;
that the action of the Planning Commission was called up by
the City Council for hearing and consideration and the City
Council held a hearing thereon and proper and legal notice
• of the hearing was duly given.
SECTION 3. Precise Plan of Design No. 750 and
Variance No. 810 are hereby approved pursuant to the
provisions of the west Covina Municipal Code provided
that the physical development of.the property included
therein shall conform to said plan and to each and all of
the conditions contained in Planning Commission Resolution
No. 11-80-3076 which resolution is by this reference in-
corporated herein and including.the conditions contained
in this resolution.
SECTION 4. The violation of any of the conditions
contained in Planning Commission Resolution No. 1-1-80-3076
or this resolution shall be grounds for the revocation of
the precise plan by the Planning Commission or the City
Council. The precise plan shall not be effective for any
purpose until the owner of the property or his duly authorized
representative has filed in the office of the Planning De-
partment an affidavit stating that he is aware of and accepts
all of the conditions contained in Planning Commission Reso-
lution No. 11-80-3076 and this resolution, as follows:.
(a) Comply with Study Plan "A", dated November 19,
1980.
(b) Comply with Exhibit 1 - Elevations.
(c) Comply with all requirements of the O-P Zone
except where modified by Variance.
(d) Prior to the issuance of building permits,
applicant shall submit a detailed landscaping
plan to the Planning Director for review and
approval. Said Plan to include type, size and
quantity of landscaping materials, as well
as a fully automatic comprehensive watering
system. Landscaped areas are to be kept free
of litter and diseased or dead plants.
• (e) All ground -mounted, wall -mounted and/or roof -
mounted equipment not shown on the approved
Study Plans, shall be screened from public
view in a manner that is architecturally com-
patible with the main building. Plans and
elevations indicating the type of equipment
and method of concealment shall be submitted
to the Planning Director for review and approval
prior to the issuance of building permits.
(f) Provide twelve (12) street trees, with tree
wells and bubblers if located in full -width
sidewalk, at approximately thirty-five foot
intervals.
(g) All utilities shall be installed undergound.
(h) Five -and -one-half foot minimum height trash
enclosures to be installed pursuant to Section
26-568 of the Municipal Code.
(i) Engineering Department Requirements:
(1) Applicant to comply with all conditions
• contained in Planning Commission Reso-
lution No. 567.
(2) Sanitary sewers shall be provided.
(3) The required street improvements shall
include those portions of Azusa Avenue
and Garvey Avenue (driveway approaches
andwheelchair ramps) contiguous to
subject property.
(4) The required street dedication shall in -
elude that portion of Azusa Avenue (5
foot wide) and return contiguous to
subject property.
(5) The access rights to a portion of Lots 181
and 182 of E. J. Baldwin's Fifth Subdivi-
sion from Homerest St. shall be dedicated
to the City.
(6) Nine -foot wide sidewalks (with trees in
tree wells) shall be constructed along
Azusa and easterly portion of Garvey
Avenue adjacent to curb and 5-foot wide
sidewalk on remainder of Garvey Avenue
and 4-foot wide sidewalk on Homerest
Avenue shall be constructed adjacent to
curb.
(7) Adequate provision shall be made for
acceptance and disposal of surface
drainage entering the property from
adjacent areas.

(8) Parking,lot and driveway.improvements on
private property shall comply with Plan-
ning Commission Resolution No. 2513 and
be constructed to the City of West Covina
Standards.
(j) Prior to issuance of a building permit the
applicant shall satisfy all of the following
requirements:
(1) A final grading and drainage plan showing
existing and proposed elevations and
drainage structures (and showing existing
and proposed on -site and off -site improve-
ments) shall be submitted to and approved
by the Planning, Building and Engineering
Departments.
(2) Arrangements for the installation of street
lights with underground wiring shall be
made with Southern California Edison
.Company. At the time of installation,
the applicant shall provide the necessary
trenching and backfill.
(3) A parking lot lighting plan showing elec-
trolier types and locations, average
illumination levels, points of minimum
illumination and photometric data as
requested shall be submitted to and
approved by the City Engineer and Planning
Director.
(4) An itemized cost estimate for all on -site
and off -site improvements to be constructed
(except buildings) shall be submitted to
Engineering Department for approval. Based
upon the approved cost estimates, required
fees shall be paid. and improvement securities
shall be posted prior to final approval of
the plans.
(k) Applicant shall enter into and record an agree-
ment with the -City to hold two parcels as one
parcel.
(1) Fire Department Requirements:
(1) Provide one (1) new steamer.fire hydrant
(21-2" x 4" outlets) - James Jones Model
3700 or approved equal, as indicated on
Study Plan "A."
(2) Fire hydrants on plan to be flushed and
painted by contractor or developer before
Fire Department acceptance..
(3) Both hydrant outlet openions shall form a
450 angle with curb face.
(4) Center of hydrant head outlet openings
to be 30" - 36" above finish grade.
(5) Where ladder access is necessary, will
need adequate room to raise ladders. Please
use following formula (approximate guide-
line under normal conditions.) Height of
building by 4.

(6) Water mains and hydrants to be installed as
per City of West Covina Water Department
Standards or AWWA Standards. See C600,
"AWWA Standard for Installation of Cast
Iron Water Mains," and AWWA Manual M17,
"Installation, Operation and Maintenance
of Fire Hydrants," and AWWA C5053-75 "Wet
Barrel Fire Hydrants."
(7) One emergency access gate as located on
plan.
(8) Ladder access at rear of building (see "e"
above) .
(9) Provide 4500 G.P.M. fire flow.
(m) Building Department Requirements:
(1) Comply with requirements and standards of
the Uniform Building Code, the State of
California and the City of West Covina for
.accommodation of, and access by, the phy-
sically handicapped. The developer is
encouraged to exceed the minimum requirements
of said codes whenever feasible.
(2) Comply with requirements of Uniform Building
Code for construction in Fire Zone III.
(3) Comply with all requirements of the State
of California Title 24/25, Energy/Insulation
Standards.
(4) Comply with construction codes adopted by
the City of West Covina.
i. 1979 Uniform Building Code.
ii. 1979 Uniform Mechanical Code
iii. 1979 Uniform Plumbing Code
iv. 1978 National Electrical Code, as
amended by local ordinance.
(n) Police Department Requirements:
(1) Design windows-on'south side of building
.to prevent entry.
(2) Install ground -to -ceiling wrought iron
grating in walls at both entrances to
the parking structure on both sides of
driveway for visibility.
(3) Comply with standards of the Uniform
Building Security Code, where applicable.
(4) Install security lighting to operate from
sunset to sunrise in the parking structure
(UBSC) .
(o) Planning Commission Requirements:
Existing fence and hedge will remain in lieu of
the wall provided it continues to be in a condition
that serves the function of the wall. If at such
time the hedge no longer serves that function, the
property owners will have to come to an agreement
on the installtion of a wall.
SECTION 5. A Negative Declaration of Environmental
Impact for the project has been certified in connection with
the application for the precise plan and variance and has
been found to have been prepared in accordance with the re-
quirements of the California Environmental Quality Act of
1970 and the State Guidelines adopted pursuant thereto.
SECTION 6. The City Clerk shall certify to the
adoption of this resolution.
