A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, APPROVING
PRECISE PLAN OF DESIGN NO. 748, AND CERTI-
FYING.THE NEGATIVE DECLARATION OF ENVIRON-
MENTAL IMPAC^1 THEREFOR. (Sand Dollar
Development, Inc.)
THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DOES
RESOLVE AS FOLLOWS:
WHEREAS, there was'filed with this Commission a verified
application on the forms prescrived in Section 26-226 of the West
Covina Municipal Code, requesting approval of a precise plan of
design on that certain property generally described as follows:
a 14.45-acre portion of Lots 302 and 318
of E. J. Baldwin's Fifth Subdivision of a
portion of the Rancho La Puente, as per
map recorded in Book 12, Page 134 of Maps,
in the office of the Los Angeles County
Recorder; and
WHEREAS, the Planninq Commission upon giving the re-
quired notice did on the lst day of October, 1980, conduct a duly
advertised public hearing as prescribed by law to consider said
application; and
WHEREAS, studies and investigations made by this Commis-
sion and in its behalf reveal the following facts:
1. The applicant is requesting approval of a precise plan
of design for the construction of a 215-unit condominium
complex on a 14.45-acre parcel at the above location,
pending annexation to the City of West Covina.
2. Findings necessary for approval of a precise plan of
design:
a. Consideration has been given and restrictions shall
be imposed to the extent necessary, in view of the
size and shape of the parcel, the existing zoning of
the surrounding property and the proposed zoning of
the subject property, to permit the same degree of
enjoyment of the subject property, but subject to the
same degree of protection of adjoining properties, as
would be accorded in normal circumstances by the
standard restrictions imposed in the Municipal Code.
b. The proposed precise plan of design will not depreci-
ate property values in the vicinity or interfere with
the use or enjoyment of property in the vicinity or
endanger the public peace, health, safety or general
welfare.
. 3. An initial study has disclosed that, although the project
could have a significant impact on the environment, com-
pliance with the Zoning Ordinance, Subdivision Ordinance
and the Building Code will mitigate the impact of noise,
dust and erosion during construction, imcreased drainage
and sewage disposal. There will be no significant impact
on the school system. Francisquito and Azusa Avenues can
accommodate the additional traffic, with most freeway -
oriented traffic utilizing the latter. On -site parking
facilities will exceed the minimum required by Code. A
Negative Declaration of Environmental Impact has been
prepared pursuant to the requirements of the California
Environmental Quality Act of 1970 (CEOA).
4... Subject precise plan of design has been filed in conjunc-
tion with, and approval is contingent upon, the adoption
of General Plan Amendment No. 1980-2 and Zone Change No.
555. Tentative Tract Map No. 40799 is required for con-
dominium development.
WHEREAS, the Planning Commission on October 1, 1980,
adopted Resolution No. 10-80-3068 recommending that the City Council
approve Precise Plan of Design No.,748, subject to certain conditions
contained therein; and
WHEREAS, the City Council upon giving the required notice
did on the loth day of November, 1980, conduct a duly advertised
public hearing to consider said application; and
WHEREAS, testimony and staff reports received at said
hearings affirmed the _findings made by the Planning Commission
during its hearings of October 1, 1980, and set forth in this
resolution.
NOW, THEREFORE, BE IT RESOLVED THAT:
a. Pursuant to the findings made in Planning Commission
• Resolution No. 10-80-3068 and re -affirmed by this
Council; and those findings contained in the Planning
Commission Resolution No. 10-80-3068 certifying the
Negative Declaration of Environmental Impact, and
the findings of staff reports dated October 1, 1980,
for said Precise Plan No. 748, Zone Change No. 555,
and Tentative Tract Map No. 40799, which are hereby
incorporated herein, the City Council does hereby
approve Precise Plan No. 748.
b. The physical development of the property encompassed
by Precise Plan No. 748 shall conform to the follow-
ing conditions which, except as otherwise expressly
indicated, shall be fully performed and completed or
shall be secured'by bank or cash deposit satisfactory
to the Planning Director, and the violation of any
of which shall be grounds for revocation of said
Precise Plan.
Conditions of approval.:
1. Comply with Study Plan "A",, dated October 1, 1980.
2. Comply with Exhibit I, (Elevations).
3. Project shall comply with all requirements of the MF-15
• Zone, except where modified by the Planning Commission
and City Council.
4. All utilities shall be installed underground.
5. Five and on -half foot high trash enclosures shall be

6. Prior to issuance of building permits, applicant shall
submit a detailed landscaping plan to the Planning
Director for review and approval. Plan shall include
type, size and quantity of landscaping materials, as
well as a detailed watering plan. All landscaped areas
and parkway trees to be served with a fully automatic
• watering system. Landscaped areas are to be kept free
of litter and diseased or dead plants.
7. Applicant shall provide forty-two (42) parkway trees and
bubblers at approximately 35-foot intervals on center.
8. All exterior mechanical equipment, vents, pipes and
ducts shall be totally screened from all directions,
in a manner that is architecturally compatible with
the main building.
9. The developer shall draft a Prospective Homebuyers
Awareness Package (PHAP) pursuant to Section 9135 of
the Municipal Code.
10. A park fee shall be paid to the City of West Covina
prior to the issuance of building permits, pursuant
to Section 9134 of the Municipal Code.
11. Automatic garage door openers shall be provided for
all units.
12. Engineering Department Requirements:
a. Applicant to comply with all conditions contained in
• Planning Commission Resolution No. 567.
b.. Sanitary sewers shall be provided.
C. The required street improvements shall include pri-
vate street intersection on Francisquito Avenue,
driveway approach on Azusa Avenue, and left -turn
pocket on Azusa Avenue, contiguous to subject prop-
erty.
d. Nine -foot wide sidewalks with trees in tree wells,
shall be constructed along Francisquito Avenue and
along Azusa Avenue adjacent to curb.
e. Adequate provision shall be made for acceptance and
disposal of surface drainage entering the property
from adjacent areas.
f. Parking lot and driveway improvements on private
property shall comply with.Planning Commission Reso-
lution No. 2513 and be constructed to the City of
West Covina Standards.
g. Prior to issuance of a building permit and/or approval
of a final map the applicant shall satisfy all of
. the following requirements:
i. A final grading and drainage plan showing exist-
ing and proposed elevations and drainage struc-
tures (and showing existing and proposed on -site
and off -site improvements) shall be submitted to
and approved by the Planning, Building and En-
gineering Departments.

ii. Arrangements .for the installation of street
lights with underground wiring shall be made
with Southern California Edison Company. At
the time o.f installation, the applicant shall
provide the necessary trenching and backfill.
• iii. A parking lot lighting plan showing electrolier
types and locations, average illumination levels,
points of minimum illumination and photometric
data as requested shall be submitted to and
approved by the City Engineer and Planning
Director.
iv. An itemized cost estimate for all on -site and
off -site improvements to be constructed (except
buildings) shall be submitted to Engineering
Department for approval. Based upon the approved
cost estimates, required fees shall be paid and
improvement securities shall be posted prior to
final approval of the plans.
h. The proposed subdivision shall conform to the Sub-
division Ordinance of the City of West Covina.
i. Joint use agreement between Lots 1 and 2 to the sat-
isfaction of theCity.Attorney shall be recorded.
j. If development is built in stages, the first stage'
shall include two access points to public streets
and on -site circulation to.the satisfaction of the
City Engineer.
• k. Private streets shall comply with Planning Commission
Resolution No. 2519 and be constructed to the City of
West Covina Standards.
13. Fire Department Requirements:
a. Sixteen (16) steamer fire hydrants (212-" x 4" outlets)
- James Jones model 3700 or approved equal, as shown
on Study Plan "A".
b. Water system as specified.
C. Fire hydrants on plan to be flushed and painted by
contractor or developer before Fire Department ac-
ceptance.
d. Both hydrant outlet openings shall form a 450 angle
with curb face.
e. Center of hydrant head outlet openings to be.30" -
36" above finish grade.
f. On -site water serviceable hydrants to be provided by
developer before framing started. Hydrants to be pro-
vided as development progresses supplied with water.
g. 50 ft. turning radius for Snorkel. 15 ft. overhang
from rear wheel to end of Snorkel basket. 25 ft. drive
standard.
h. Minimum 25 ft. access drives around commercial devel-
opments.

i. Two means of ingress, egress for development.
j. Snorkel use on travelled areas needs.20 ton support.
k. Water mains and hydrants to be installed as per City
of West Covina Water Department Standards or AWWA
• Standards. See C600, "AWWA Standard for Insta7_l.ation
of Cast Iron Water Mains," and AWWA Manual M17, "In-
stallation, Operation.and Maintenance of Fire Hy-
drants," and AWWA C503-75 "Wet Barrel Fire Hydrants".
1. Provide minimum 8-inch total looped water main system
to service on -site fire hydrants.
M. Minimum fire flow to site of 5500 gallons per minute
required.
n. Provide second access to complex.
14. Building Department Requirements:
a. Comply with requirements and standards of the Uniform
Building Code, the State of California and the City
of West Covina for accommodation of, and access by,
the physically handicapped. The developer is en-
couraged to exceed the minimum requirements of said
codes whenever feasible.
b. Comply with requirements of Uniform Building Code for
construction in Fire Zone III.
• C. Comply with all requirements of Title 24/25 State of
California Energy and Insulation requirements.
d. Comply with construction codes adopted by the City
of West Covina.
i. 1979 - Uniform Building Code
ii. 1979 - Uniform'Plumbina Code
iii. 1979 - Uniform Mechanical Code
iv. 1978 -,National Electrical Code as amended by
local ordinance.
15. Police Department Requirements:
a. Adequate directory sign at entrance.
b. Addresses and/or building numbers clearly visible on
all four sides of each building.
C. Standard requirements for safety hardware.
d. Security lighting around swimming pools and along all
walkways..
e. Fencing around pools.
• 16. Planning Commission Requirements:
a. Wrought iron fence to be installed along north and
east property lines.' Location and height to be re-
viewed by the Planning Director.

b. Block wall requirement shall be waived along south
property line. Type of fence in lieu of wall to be
reviewed and approved by Planning Director.
C. An 8-foot block wall is to be installed along west
property line.
• The City Council further finds and determines that the
Negative Declaration of Environmental Impact for the project has
been prepared in accordance with the California Environmental
Quality Act of 1970 and the State Guidelines and is hereby approved
and shall.be certified as required by law.
FINALLY RESOLVED, that the City Clerk shall certify to
the adoption of this resolution.
