Resolution - 6193• RESOLUTION NO. 6193 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING THE CLASS SPECIFICATIONS OF ADMINISTRATIVE ACCOUNTANT, DATA CONTROL CLERK AND DUPLICATING EQUIPMENT OPERATOR; AMENDING SECTION 4 OF RESOLUTION NO. 6062 RELATING TO THE CITY'S BASIC PAY RANGE STRUCTURE; AMENDING SECTION 2 OF RESOLUTION NO. 6076 RELATING TO THE SALARY STRUCTURE OF MANAGE- MENT AND CONFIDENTIAL EXEMPT SERVICES; AND AMEND- ING RESOLUTION NO. 6181 RELATING TO THE AUTHORIZED POSITION LIST. The City Council of the City of West Covina does resolve as follows: SECTION 1. Pursuant to the recommendation of the Personnel Commission of the City of West Covina, the classification specifications for: a. Administrative Accountant (Exempt) b. Data Control Clerk, and C. Duplicating Equipment Operator, attached hereto and marked Exhibit A, B, and C, and by this reference incorporated herein, are hereby adopted. SECTION 2. Section 4 of Resolution No. 6062 relating to the City's Basic Pay Range Structure of compensation for the classi- fied service is hereby amended to include the classes of Data Control Clerk at the range of G-3, $800.43 to $972.93, and Duplicating Equipment Operator at the range of G-3a, $820.41 to $997.25. SECTION.3. Section 2of Resolution No. 6076 relating to the City salary structure for management and confidential exempt employees is hereby amended to include the class of Administrative Accountant (Exempt) at range DHR-E, $1,325 to $2,060. SECTION 4. Resolution No. 6181 relating_ to the Authorized Position List in the Finance Department is hereby amended to: a. Delete one Account Clerk at range G-3 and add one Data Control Clerk at range G.�.3; and b. Delete one Printer Aide at range G-Sa and add one Duplicating Equipment Operator at range G-3a. SECTION 5. Representative. Duties Supervises and participates in accounting and clerical tasks associated with maintenance of the City's financial record keeping reporting, and con- trol system; assists in the conversion of accounting systems to automatic data processing and coordinates data input and output, including water service billing, accounts payable, payroll, and general ledger, supervises and participates in the preparation, review, and internal distribution of financial reports; reviews departmental expenditures and encumbrances for accuracy and conformance with budgeted amounts and coding; checks cash receipts against payment records and reconciles cash with Treasurer's report; prepares journal entries and processes fund transfers and appropriations; assists in the conduct of internal audits and reviewing of payments and pur- chase orders; provides information to City departments on status of accounts and related matters; prepares books for year-end close and assists in the preparation of State Controller's Report and financial statements; partici- pates in the review of departmental procedures and formulation of recommendations for improvement; conducts special studies and prepares related reports. QUALIFICATIONS GUIDE • Training and Experience A Bachelor's degree in accounting; and Considerable (3+ years) accounting, bookkeeping, or financial record - keeping experience. �►y Additional accounting or responsible bookkeeping experience, may be substi- tuted for the college education on a year -for -year basis. 1 j Knowledge and Abilities Considerable knowledge of the principles and practices of accounting and auditincl; working knowledge of governmental bookkeeping and cost account procedures, principles of budgeting, posting and ledger work, reconcilia- tions, double -entry bookkeeping, arithmetic, and financial record keeping; some knowledge of the principles of supervision and municipal organization. Representative Duties Receives and checks source documents for accuracy of covutations and completeness; summarizes data and performs calculations'in pre- paration for inputting into computer; utilizes alphabetical and numerical codes in inputting information and interrogating computer; maintains varied data storage units including general ledger,, inventories, accounts payable, and water accounts; ' instruate -computer through appropriate codes to prepare reports, bills, and data sum- maries; interrogates computer to obtain information requested by City staff; copies and distributes reports, computer print-outs and other materials; runs demand checks and signs them through use of Burroughs Signer; maintains files and records associated with computer opera- : tion; assists in general clerical accounting work; may give instruction in operation of the computer terminal; may participate 'i'n: the design. of forms and reports and development of procedures to increase'b'ffi- ciency of operations.
