A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, AMENDING PERSONNEL
RULE NO. VIII.1., RELATING TO THE PROBATIONARY
PERIOD FOR LATERAL ENTRY POLICE OFFICERS, AND
AMENDING PERSONNEL RULE NO. III.6., RELATING
TO THE REINSTATEMENT OF POLICE OFFICERS.
• The City Council of the City of West Covina does resolve
as follows:
SECTION 1. Pursuant to the recommendation of the Personnel
Commission, Personnel Rule No. VIII.l. Probationary Periods is amended
to read as follows:
"Any person regularly appointed to a position in the
classified service shall be placed on probation for
a minimum period of one year, or in the case of Police
Officer a probation period of eighteen months. Later-
al Entry Police Officers shall be placed on probation
for a minimum of one year. The probationary period
shall not include the time served under any temporary
appointment, but shall date from the time of appoint-
ment to a permanent position after certification.
Periods of time on leaves totaling more than thirty
calendar days, for any reason, shall not be counted
toward completion of the probationary period."
SECTION 2. Pursuant to the recommendation of the Personnel
Commission, Personnel Rule No. III.6. Reinstatement is amended to
read as follows:
"The appointing authority may, with approval of the Person-
nel Officer, reinstate any person who has resigned in good
standing, provided that such reinstatement is accomplished
within one (1) year of the date of resignation. Such rein-
statement action may, at the discretion of the appointing
authority, take precedence over any employment list except
a reemployment list. Any person so reinstated shall be
subject to a new probationary period of the same length
as established for new appointees to a position in the
class. Reinstated Police Officers shall be subject to a
probationary period of twelve months."
SECTION 3. This resolution will be effective upon the
effective date of the ordinance relating to probationary period for
Lateral Entry Police Officers.
SECTION 4.. The City Clerk shall certify to the adoption
of this resolution.
