RESOLUTION NO. 6179
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST
COVINA, CALIFORNIA, REAFFIRMING ITS SUPPORT OF THE EFFORTS
OF THE VOLUNTARY RENTAL MEDIATION BOARD.
WHEREAS, voluntary rental mediation provides an atmosphere conducive
to open communications between landlords and tenants; and
WHEREAS,.the Better Housing Council was responsible for the organi-
zation and implementation in the City of West Covina of a community based
Rental Mediation Board which provides rental mediation for disputes between
landlords and tenants; and
WHEREAS, the City Council of the City of blest Covina on September 25,
1978supported the concept of a community based rental mediation board as an
alternative to local rent control; and
WHEREAS, the City Council of the City of blest Covina has urged the
mediation board to make a special effort to communicate directly with all land-
lords in the City, urging them to show constraint and consideration of the serious
problems affecting many different sectors of our community; and
WHEREAS, the Rental Mediation Board, in its operation, has been able to
provide much assistance in resolving problems for both landlords and tenants with
excellent results;
NOW, THEREFORE the City Council of the City of hest Covina does resolve
as follows:
• SECTION 1. The City Council reaffirms its support of the community -
based rental mediation board as an alternative to local rent control which would
open lines of communication to resolve the many problems that arise between
landlords and tenants.
SECTION 2. The City Council urges that both landlords and tenants
support and work with the Rental Mediation Board in the resolution of the many
problems with rental housing facing our community.
SECTION 3. The City will reimburse members of the rental mediation
board for reasonable expenses incurred in the operation of the Board, such expenses
not to exceed $600. The City is to receive invoices with receipts, when available,
when reimbursement is requested.
SECTION 4. The City Clerk shall certify to the adoption of this
resolution and is directed to forward a certified copy of this resolution to the
Chairman of the Rental Mediation Board.
