A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA CERTIFYING
THE FINAL ENVIRONMENTAL IMPACT REPORT FOR THE PROPOSED SECOND AMENDMENT TO
THE REDEVELOPMENT PLAN FOR THE WEST COVINA CENTRAL BUSINESS DISTRICT REDE-
VELOPMENT PROJECT; MAKING CERTAIN FINDINGS WITH RESPECT TO THE ENVIRONMENTAL
IMPACTS OF SAID PROPOSED SECOND AMENDMENT; AND AUTHORIZING THE PREPARATION
Of A NOTICE OF DETERMINATION
WHEREAS, a Draft Environmental Impact Report for the proposed Second Amendment
*to the West Covina Central Business District Redevelopment Project has heretofore been
prepared and circulated for comment pursuant to the California Environmental Quality
Act of 1970 (CEQA), and State and local regulations and guidelines adopted pursuant
thereto; and
WHEREAS, a duly noticed public hearing was held on said Report by the Redevelop-
ment Agency of the City of West Covina on April 28, 1980, at which time all persons were
given an opportunity to be heard; and
WHEREAS, a Final Environmental Impact Report for said proposed Second Amendment
has been prepared pursuant to said statute, regulations and guidelines; and
WHEREAS, the Final Environmental Impact Report for said proposed Second Amend-
ment has been certified by the Redevelopment Agency of the City of West Covina.
NOW, THEREFORE, the City Council of the City of West Covina does hereby resolve
as follows:
SECTION 1. The City Council hereby certifes that the Final Environmental
Impact Report for the proposed Second Amendment to the Redevelopment Plan for the West
Covina Central Business District Redevelopment Project has been prepared and completed
in compliance with the California Environmental Quality Act of 1970 (CEQA), and State
and local regulations and guidelines adopted pursuant thereto.
SECTION 2. The City Council hereby further certifies that the information
contained in the Final Environmental Impact Report for said proposed Second Amendment
has'�_been reviewed and considered by the members.of the City Council.
SECTION 3. The City Council hereby further finds and determines as follows
with respect to the adverse environmental impacts detailed in said Final Environmental
Impact Report:
A. That the adverse environmental impacts of the proposed Second
Amendment set forth in said Final Environmental Impact Report, including any raised in
comments to the Draft Environmental Impact Report, have been considered and recognized
by the City Council.
B. That none of said adverse impacts will have a significant
effect, or result in a substantial, or potentially substantial, adverse change in the
environment.
C. That based upon the information contained in the Final Environ-
mental Impact Report, including butnot limited to the information contained in Sections
4.2.1c, 4.2.2c, 4.2.3c, 4.2.4c, 4.4c, 4.5c, 4.6.1c, 4.7.2c, 4.9c, 5.0, 6.1, 6.2 and 6.3,
the City Council hereby finds and determines that said proposed Second Amendment contains
provisions which mitigate or avoid each of the adverse environmental impacts identified
in said Sections.
D. That as to the environmental impacts of the Project which
cannot be entirely mitigated or avoided if the Plan is implemented, the City Council
Hereby finds and determines that the specific economic, social, financial and other
considerations set forth in -the Report to the City Council and the Final Environmental
Impact Report, including but not limited to those considerations set forth in Sections
II, III and VII of said Report to the City Council, make infeasible the mitigation
measures and project alternatives identified with respect to each such environmental
impact which cannot be entirely mitigated or avoided.

E. That as to those environmental impacts which cannot be
entirely mitigated, the public health, safety and general welfare would best be served
by adopting the proposed Redevelopment Plan Amendment because of the over-riding
economic and social values of the proposed actions set forth in the Report to the
City Council of the City of West Covina.
SECTION 4. The City Council hereby finds and determines that said proposed
Second Amendment will not have a significant effect or result in a substantial,
or potentially substantial, adverse change in the environment.
SECTION 5. The Executive Director of the Redevelopment Agency is hereby
authorized and directed to prepare and file a Notice of Determination as required by
law.
SECTION 6. The City Clerk shall certify to the adoption of this Resolution.
