A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, APPROVING
PRECISE PLAN NO. 745'AND TENTATIVE TRACT
• MAP NO. 40183 (Preferred Financial Corp.).
The City Council of the City of West Covina, California, does
hereby resolve as follows:
WHEREAS, there was filed with the Planning Commission
a verified application on forms prescribed in Sections 9100 and
26-226 of the West Covina Municipal Code, requesting approval of
a precise plan of design and tentative tract map on that certain
property generally described as follows:
a 2.33-acre.portion of the Rancho La Puente,
as per map recorded in Book 1, Pages 43 and
44 of Patents, in the office of the Los Angeles
County Recorder; and
WHEREAS, the Planning Commission upon giving the re-
quired notice did on the 21st day of May, 1980, conduct a duly
advertised public hearing as prescribed by law to consider said
application; and
WHEREAS, studies and investigations made by this Commis-
sion and in its behalf reveal the following facts:
1. The applicant is requesting approval of a precisle plan
of design for the construction of a 40-unit condominium
• complex on a 2.33-acre parcel at the above location.
2." Said precise plan application has been filed in con-
junction with, and approval is contingent upon, the
adoption of Zone Change No. 550. Tentative Tract Map
No. 40183 is required for condominium development.
3. The applicant is requesting approval of a.one-lot tenta-
tive tract map for the purpose of constructing a forty
unit condominium development at the above location.
4. Findings for approval of`a tentative tract map:
a. The proposed map is consistent with the General Plan.
b. The design and improvements of the proposed subdi-
vision are consistent with.the General Plan.
C. The site is physically suited for the proposed type
of development.
d. The site is physically suitable for the proposed
density of development.
e. Neither the design nor'the improvements of the pro-
posed subdivision will cause any substantial environ-
mental damage.
f. Neither the design nor the improvements of the pro-
posed subdivision are likely to cause any public
health problems.
g. Neither the design nor the improvements of the pro-
posed subdivision will conflict with easements ac-
quired by the public for use of property within the
subdivision. .
• 5. Findings necessary for approval of a precise plan of
design:
a. Consideration has been given and restrictions shall
be imposed to the extent necessary, in view of the
size and shape of the parcel, the existing zoning of
the surrounding property and the proposed zoning of
the subject property, to permit the same degree of
enjoyment of the subject property, but subject to
the same degree of protection of adjoining properties,
as would be accorded in normal circumstances by the
standard restrictions imposed in the Municipal Code.
b. The proposed precise plan of design will not depre-
ciate property values in the vicinity or interfere
with the use or enjoyment of property in the vicinity
or endanger the public peace, health, safety or gen-
eral welfare.
6. An initial study has disclosed that, because of its loca-
tion between a shopping center, two churches and a conva-
lescent home, with access to Sunset Avenue, and its ad-
herence to development standards and the General Plan,
the project will not have a significant effect on the
environment, and a Negative Declaration of Environmental
• Impact has been prepared.
WHEREAS, the Planning Commission based on said findings,
adopted Resolution Nos. 5-80-3039 and 5-80-3040 recommending to
the City Council approval of Precise Plan No. 745 and Tentative
Tract Map.No. 40183; and
WHEREAS, the City Council of the City of West Covina,
did on June 23, 1980, conduct a duly advertised public hearing;
and
WHEREAS, as a result of said hearing, the City Council
affirms the findings made by the. Planning Commission and set forth
their Resolution Nos. 5-80-3039 and 5-80-3040.
NOW, THEREFORE, BE IT RESOLVED, that subject Precise Plan
of Design No. 745 and Tentative Tract Map No. 40183 be APPROVED
subject to the provisions of the West Covina Municipal Code, pro-
vided that the physical development of the herein described prop-
erty shall conform to said Plan and the following conditions which,
except as otherwise expressly indicated, shall be fully performed
and completed or shall be secured by bank or cash deposit satis-
factory to the Planning Director before the use or occupancy of
the property is commenced and before a Certificate of Occupancy
is issued, and the violation of any of which shall be grounds for
revocation of said Precise Plan by the Planning Commission or City
• Council. The Precise Plan shall not be effective for any purpose
until the owner of the property involved (or his duly authorized
representative) has filed at the office of the Planning Department
his affidavit stating that he is aware of, and accepts, all the
conditions of this Precise Plan as 'stated below:
1. Comply with Study Plan "A", dated May 21, 1980.

2. Comply with Exhibit I (Elevations).
3. Comply with Tentative Tract Map No. 40183, dated May 21,
1980.
• 4. Project shall comply with all requirements of the MF-20
Zone.
5. All utilities shall be installed underground.
6. Five and one-half foot high trash enclosures shall be
provided pursuant to -Section 26-517.
7. Prior to issuance of building permits, applicant shall
submit a detailedlandscaping plan to the Planning
Director for review and approval. Plan shall include
type, size and quantity of landscaping materials, as
well as a detailed watering plan. All landscaped areas
and parkway trees to be served with a fully automatic
watering system. Landscaped areas are to be kept free
of litter and diseased or dead plants.
8. Applicant shall provide four (4) parkway trees and
bubblers at approximately 40-foot intervals on center.
9. All exterior mechanical equipment, vents, pipes and
ducts shall be -totally screened from all directions,
in a manner that is architecturally compatible with
the main building.
• 10. The developer shall draft a Prospective Homebuyers
Awareness Package (PHAP) pursuant to Section 9135 of
the Municipal Code.
11. A park fee-shall'be paid to the City of West Covina
prior to the issuance of building permits, pursuant
to. Section 9134 of the Municipal Code.
12. Automatic garage door openers shall be provided for
all units.
13. Engineering Department Requirements:
a. Applicant to'comply with all conditions contained in
Planning Commission Resolution No. 567.
b. Sanitary sewers shall be provided.
C. The required street improvements shall include that
portion of Sunset Avenue (driveway approach) contig-
uous to subject property. In addition the applicant
shall either construct a left -turn pocket'or extend

f. Parking lot and driveway improvements on private
property shall comply with Planning Commission
Resolution No. 2513 and be constructed to the City
of West Covina Standards.

g. Prior to issuance of a building permit and/or approval
of a final map the applicant shall satisfy all of the
following requirements:
i. A final grading and drainage plan showing exist-
ing and proposed elevations and drainage struc-
tures (and showing existing and proposed on -site
and off -site improvements) shall be submitted to
and approved by the Planning, Building and En-
gineering Departments.
ii. Arrangements. for the installation of street
lights with underground wiring shall be made
with Southern California Edison Company. At
the time of installation, the applicant shall
provide the necessary trenching and backfill.
iii. A parking lot lighting plan showing electrolier
types and locations, average illumination levels,
points of minimum illumination and photometric
data as requested shall be submitted to and
approved by the City Engineer and Planning
Director.
iv. An itemized cost estimate for all on -site and
off -site improvements to be constructed (except
buildings) shall be submitted to Engineering
Department for approval. Based upon the approved
cost estimates, required fees shall be paid and
improvement securities shall be posted prior to
• final approval of the plans.
h. The proposed.subdivision shall conform to Article IX,
Chapter 1. - Subdivisions of the West Covina Municipal
Code.
14. Fire Department Reauirements:
a. Three (3) steamer fire hydrants (22" x 4" outlets) -
James Jones model 3700 or approved equal, as shown
on Study Plan "A".
b. Provide 4,000 gallon -per -minute fire flow at site.
C. Fire hydrants on plan to be flushed and painted by
contractor or developer before Fire Department ac-
ceptance..
d. Both hydrant outlet openings shall form a 45o angle
with curb face..
e. Center of hydrant head outlet openings to be 30" -
36" above finish grade.
f. On -site water.serviceable hydrants to be provided by
developer before framing started. Hydrants to be pro-
vided as development progresses.supplied with water.
g. 50 ft. turning radius for Snorkel. 15 foot overhang
from rear wheel to end of Snorkel basket. 25 foot
drive standard

h. Minimum 25 foot access drives around commercial
developments..
i. Snorkel use on travelled areas needs 20 ton support.
• j. Where ladder access is necessary, will need adequate
room to raise ladders. Please use following formula
(approximate guideline under normal conditions.)

k. Water mains and hydrants to be installed as per City
of West Covina Water Department Standards or AWWA
Standards. See C600, "AWWA Standard for Installation
of Cast Iron Water Mains," and AWWA Manual M17, "In-
stallation, Operation and Maintenance of Fire Hy-
drants," and AWWA C503-75 "Wet Barrel Fire Hydrants".
1. Dead-end 8-inch water main OK on this project.
M. Maximum of 3 fire hydrants permitted on this dead-end
water main (domestic use on this main OK if desired).
n. Provide address numbering on or near garage doors.
o. Security gates across driveways must be approved by
Fire Department.
15. Building Department Requirements:
a. Comply with requirements and standards of the Uni-
form Building Code, the State of California and the
City of West Covina for accommodation of, and access
by, the physically handicapped. The developer is
encouraged to exceed the minimum requirements of
said codes whenever feasible.
b. Comply with requirements of Uniform Building Code
for construction in Fire Zone III.
C. Comply with all requirements of Title 24 - 25 State
of California Energy and Insulation requirements.
d. Comply with construction codes adopted by the City
of West Covina:
i. 1976 - Uniform Building Code
ii. 1916 - Uniform Plumbing Code
iii. 1976 - Uniform Mechanical Code
iv. 1978 - National Electrical Code as amended by
local ordinance.
16. Police Department Requirements:
a. Adequate directory sign at entrance.
b. Addresses and/or building numbers clearly visible on
•-all four sides'of each building.
C. Standard requirements for safety hardware.
d.. Security lighting around swimming pools and along all
walkways.
e. Fencing around pools.
