Resolution - 6062RESOLUTION NO. 6062 • A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING APPENDIX "A" OF RESOLUTION NO. 5953, THE CITY'S BASIC PAY RANGE STRUCTURE, AND FIXING THE COMPENSA- TION AND BENEFITS FOR CLASSIFIED PERSONNEL IN THE CITY'S SERVICE. The City Council of the City of West Covina does resolve as follows: SECTION 1. That Appendix "A" of Resolution No. 5953, Basic Pay Range Structure for the classified service,is hereby amended and Section 7 of Resolution No. 1277 is hereby amended. SECTION 2. That effective January 1, 1980 the Basic Pay Range Structure shall be increased as follows: (a) An average of eight percent (8%) for employee -members of the West Covina Fireman's Association. (b) An average of nine percent (9%) for employee -members of West Covina General Office Workers Association and S.E.I.U. Local 690. SECTION 3. Health Insurance. Effective January 1, 1980, the City will contribute towards the premium for the City contracted health insurance coverage a monthly amount of one hundred dollars ($100). SECTION 4. Overtime. That effective January 1, 1980, the City of West Covina will pay overtime at the rate of time and one-half_. with overtime defined and applied to classified employees as follows: (a) Fire Safety Personnel - Time and one-half will be paid for all hours worked in excess of the normal daily work shift. It is understood that the normal daily work shift is 24 hours. Vacation, sick leave, jury duty and compensating time off shall count toward the computation of the normal daily work shift. Voluntary trades of shift and "suitcase time" from station to station will be paid at straight time. (b) General Officer Workers, S.E.I.U./Maintenance Employees and Other Classifications Not Designated Elsewhere - Time and one-half will be paid for all hours worked in excess of the normal daily work.shift. The normal daily work shift is eight hours per day. Vacation, sick leave, holidays, jury duty and compensating time off shall count toward the computation of the normal daily work shift. SECTION 6. Budget Allocation. That the City Council does • hereby allocate an amount of money, not to exceed $382,000 and author- izes transfer of said funds from Project SP80044 to the individual de- partmental accounts for purposes of funding these salary and benefit adjustments as detailed on Appendix "A", attached hereto, until June 30, 1980. Page Three SECTION 7. Footnotes to the Basic Pay Range Structure Re- ating to Additional Compensation for Certain Classifications. (1) A 2 2 percent differential is granted for night shift assignment. (2) Exempt classes (see Personnel Rules and Regulations - • Municipal Code, Section No. 2410). (3) When not a requirement in job specification, a half- step pay bonus will be paid for Engineer -in -Training certificate, and a 12 step pay bonus for a California Registered Engineer License. (4) "Apprentice Mechanic" shall advance to the classifica- tion of "Mechanic" after five years satisfactory service and completion of the qualifying exam. (5) "Maintenance Worker I" shall advance to the classifica- tion of "Maintenance Worker II" after one year of satis- factory service. "Maintenance Worker III" level is awarded upon special assignment and when based upon merit of,responsibilities, provided that the appointee has completed at least one year at the "Maintenance Worker II" level. (6) All new appointments to Secretary shall be made to a wage within the designated salary key E. The same will hold true for Department Secretaries. Promotion to Department Secretary shall be in accordance with the following qualifications and approvals: • (1) Minimum of four years experience with the City in a full time capacity, of which at least three years must have been in a Secretary position; (2) Currently filling a position as Secretary to a department or division head; (3) Current work duties that significantly involve higher secretarial and basic administrative functions. (4) Recommendation of department head or division head in view of training, experience, work duties, and high level of performance in current position; and (5) Approval of City Manager. Secretaries who are transferred shall neither obtain nor lose the Department Secretary designation by vir- tue of the transfer. (7) A one step differential for assignment to Detective for up to 11 Police Officers and one Sergeant. The .differential for the Sergeant shall be eliminated when the incumbent leaves that position. In addition • to the number of authorized full-time positions of Police Officer, additional full-time positions, not to exceed four are authorized. Appointments to the additional positions provided for in this footnote may only be made with the prior approval of the City Manager. (8) 'Employees will be compensated at the rate of 12 times the hourly rate when assigned work requiring use of climbing spikes. Page Four (9) A seven and one-half percent (71-2%) differential is awarded when an employee is assigned Senior Communi- cations Operator responsibilities in the absence of an available Communications Supervisor. (10) Deleted per Resolution No. 5552 regarding Clerk Typists • in the Police Department. (11) Sworn classified Police employees receive a five per- cent differential for an Associate Degree or equivalent and a separate five percent differential for an ad- vanced P.O.S.T. certificate. (12) Firefighters assigned to paramedic duty by the Fire Department shall receive a two -range differential (approximately 10.2 percent) for all work performed. (13) Deleted per Resolution No. 5446 regarding Civil Engin- eering Associate in the Water Department. (14) -Deleted per Resolution No. 5446 regarding Civil Engin- eering Associate in the Redevelopment Department. (15) Deleted per Resolution No. 5887 regarding Senior Building Inspector in the Building Department. UNIFORM ALLOWANCE (1) Police Officers, Corporals, Sergeants and Lieutenants receive $160 per year in uniform allowance and $75 per year in cleaning allowance. • (2) All Professional Fire personnel receive $160 per year in uniform allowance. (3�) Secretaries, Clerk Stenographers, Police Records Clerk I, Police Records Clerk II, and Account Clerks assigned to the Police Department receive $125 per year in.uni- form allowance when uniforms are required. (4) Police Cadets receive $125 per year in uniform allow- ance. $75 per year in cleaning allowance deleted in 1976-77 M.O.U. (5) Crossing guards receive $45 per year in uniform allow- ance. (6) Communications Supervisors and Operators receive $125 per year in uniform allowance. (7) Initial Uniform Allowance for New Hires - All new police department clerical personnel and Communications 'Operators and Supervisors will be entitled to a one hundred fifty dollar ($150) uniform allowance during first year of employment. • SECTION 8. Effective Date. Except as otherwise noted here- in, this resolution will become effective January 1, 1980. b Page Five SECTION 9. The City Clerk shall certify to the adoption of this resolution.
