Resolution - 6060ri • CITY COUNCIL OF THE CITY OF WEST COVINA RESOLUTION NO. 6060 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST . COVINA AUTHORIZING AND DIRECTING THE REDEVELOPMENT AGENCY OF THE CITY OF WEST COVINA TO CONSULT WITH AND OBTAIN THE ADVICE OF RESIDENTS AND COMMUNITY ORGANIZA- TIONS, AND TO PROVIDE SUCH PERSONS AND ORGANIZATIONS WITH COPIES OF THE PROPOSED SECOND AMENDMENT TO THE CENTRAL BUSINESS DISTRICT REDEVELOPMENT PLAN. . WHEREAS, the boundaries of the proposed Second Amendment ("Amendment") to the Redevelopment Plan for the West Covina Central Business District Re- development Project ("Project") have been selected by the Planning Commis- sion and an Amended Preliminary Plan has been approved and adopted; and WHEREAS, the California Health & Safety Code provides that if the pro- ject will not displace a substantial number of low and moderate income fami- lies the Agency shall either call upon the residents and existing community organizations to form a project area committee or the Agency shall consult with, and obtain the advice of residents and community organizations and provide such persons and organizations with the amended redevelopment plan prior to submitting it to the legislative body; and WHEREAS, it is believed that the proposed Amendment will not result in the displacement of a substantial number of low and moderate income fami- lies. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of West Covina, as follows: 1. Staff and consultants of the West Covina Redevelopment Agency ("Agen- cy") are hereby authorized and directed to meet with residents and community organizations within the area to be added to the Project by the proposed Amendment and to provide such residents and organi- zations with copies of and obtain advice on the proposed Amendment. 2. Agency staff and consultants are likewise hereby authorized and directed to determine whether a substantial number of low and mod- erate income families will be displaced as a result of the proposed Amendment and report their finding to the City Council not later than 45 days prior to the joint public hearing on the proposed Amend- ment. 3. The City Clerk shall certify to the adoption of the Resolution.
