A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST —
COVINA, CALIFORNIA, ORDERING -THE SUBMISSION TO THE
QUALIFIED ELECTORS OF: SAID -CITY OF. A',.CERTI�! ADVISORY

14HEREAS, a General Municipal Election of -April 8, 1980 for the election
of Members* 'of the City Council of the City of l!est Covina, has
been heretofore called by Resolution No. 6035, adopted the loth
day of December, 1979; and.
WHEREAS,. the City Council of the City of West Covina also desires to sub-
mit to the qualified.electors of said City at.said election an
advisory measure relating to the distribution of State sales tax
revenue hereinafter set forth-,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF - WEST COVINA, CALIFORNIA,
DOES. -HEREBY RESOLVE, DECLARE, DETERMINE.AND.ORDER AS FOLLO1,1S:
SECTION! 1. That said,City Council,,nursuant to its.right and
authority so to'do, does her.eby.determine that there shall be and there
is hereby ordered submitted to the qualified electors of said City at
said general municipal election the following question, to wit:
AN ADVISORY MEASURE ON THE REALLOCATION -OF EXISTING
SALES AND USE TAXES FOR LOCAL`GOVERNMENT YES
Should the Governor and the Legislature of the State of
California be advised that:
The citizens.of West Covina encourage ,the Governor.and
Legislature to provide two cents of the existing six cents
(60 sales and use tax to cities and counties for priority.
services. The State currently receives four and three-
quarter cents (4 3/4¢).
It is the desire of .West Covina residents to reduce the
State share to three and three-quarter cents (3 3/40- and -
to increase the local governments share to two and one -
quarter cents (2 1/4¢), to -provide for critical local ser-
vices. 'Such legislation should be adopted no later than NO
May 1, 1980.
Any revenues received by cities and counties which
would exceed the spending.limit as approved by the voters
under the November 1979 Proposition 4 Spending Limitation
Initiative shall, as.nrescribed by the provisions .of,the
law, be returned to the people.
ADVISORY ONLY - DOES NOT CHANGE CURRENT LAW
A cross (+) placed in the voting square after the word "YES" in
the manner hereinbefore provided shall be -counted in favor of the adoption
of the. measure. A cross (+) placed in the voting square after the word
• "NO" in the manner hereinbefore provided shall be counted against the adop-
tion of the measure.
SECTION 2. That the City Clerk shall certify to the passage and
adoption of'the 'resolution; shall:enter_ the same -in the book of original
resolutions of said City, and shall make -a minute`of the passage and adop-
tion thereof in the records of the pr_oceedings-of the City Council of said
