A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA,'APPROVING
PRECISE PLAN NO. 740.
• The City Council of the City of West Covina, California, does
hereby resolve as follows:
WHEREAS, there was filed with the Planning Commission
a verified application on forms prescribed in Section 10502 of
the West Covina Municipal Code, requesting approval of a precise
plan of design on that certain property generally described as
follows:
a 12.58-acre portion of Lots 130 and 131
of E. J. Baldwin's Fourth Subdivision, as
recorded in Book 8, Page 186 of Maps, in
the office of the Los Angeles County Re-.
corder; and
WHEREAS, the Planning Commission, upon giving the re-
quired notice did on the 14th day of November, 1979, conduct a
duly advertised public hearing as prescribed,by law to consider
.said application; and
WHEREAS, studies and investigations made by.the Commis-
sion and in its behalf reveal the following facts:.-
1. The applicant is requesting approval of'a precise plan
of design for the construction of a 250-unit apartment
complex on a.12.58-acre parcel,at the above lcoation.
2. Said precise plan application has been filed in con-
junction with, and approval is contingent upon, the
adoption of General Plan Amendment No. 1979-1 and
Zone Change No. 545 and approval of Parcel Map 12870
by the City Council.
3. Findings necessary for approval of a precise plan of
design:
a. In reviewing the precise plan, it has been found
that consideration has been given and restrictions
imposed to the extent necessary to permit the same
degree of enjoyment of the subject property, but
subject to the same degree of protection of adjoin-
ing properties, as would be.accorded in normal cir-
cumstances by the standard restrictions imposed by
the Municipal Code.
b. The proposed precise plan will not depreciate prop-
erty values in the vicinity or interfere with the
use or enjoyment of property in the vicinity or en-
danger the public peace, health, safety or general
welfare.
4. It has been determined by 'an initial study that this
• project, in conjunction with the above -mentioned General
Plan amendment, zone change and tentative parcel map,
may have a significant effect on the environment and
an Environmental Impact Report has been prepared pur-
suant to the requirements of the California Environmental
Quality Act of 1970 (CEQA).
WHEREAS, the Planning Commission based on said findings,
adopted Resolution No. 11-79-3004 recommending to the City Council
approval of Precise Plan No. 740; and
WHEREAS, the City Council of .the City of West Covina,
did on January 7, 1980, conduct a duly advertised public hearing;
• and
WHEREAS, as a result of said hearing, the City Council
affirms the findings made by the Planning Commission and set forth
in their Resolution -No. 11-79-3004.
NOW, THEREFORE, BE IT RESOLVED, that subject Precise Plan
of Design No. 74,0 be APPROVED subject to the provisions of the West
Covina Municipal Code, provided that the.physical development of
the herein described property shall conform to said Plan and the.
following conditions which, except as otherwise expressly indicated,
shall be fully performed and completed or shall be secured by bank
or cash deposit satisfactory -to the Planning Director before the
use or occupancy of the property is commenced and before a Certifi-
cate of Occupancy is issued, and the violation of any of which
shall be grounds for revocation of said Precise Plan by the Plan-
ning Commission or City Council. The Precise Plan shall not be
effective for any purpose until the owner of the property involved
(or his duly authorized representative) has filed at the office of
the Planning Department his affidavit stating that he is aware of,
and accepts, all the conditions of this Precise Plan as stated
below:
1. Comply with Study Plan "A", dated November 14, 1979.
2. Comply with Exhibits I and II (elevations).
3. Project shall comply with all requirements of the MF-20
Zone.
4. All utilities shall be installed underground.
5. Five and one-half foot high trash enclosures shall be
provided pursuant to Section 10807.16.
6. Prior to issuance of building permits, applicant shall
submit a detailed landscaping plan to the Planning
Director for.review and approval. Plan shall include
type, size and quantity of landscaping materials, as
well as a detailed watering plan. All landscaped areas
and parkway trees to be served with a fully automatic
watering system. Landscaped areas are to be kept free
of litter and diseased or dead plants.
7. Applicant shall provide ten (10) parkway trees and
bubblers at approximately 35-foot intervals on center.
8. All exterior mechanical equipment, vents, pipes and ducts
shall be totally screened from all directions, in a man-
ner that is architecturally compatible with the main
building.
• 9. The materials, location and design of the carports shall
be approved by the Planning Director.
10. Engineering Department Requirements:
a. Applicant to comply with all conditi ons contained in
,Planning Commission Resolution No. 567.

b. Sanitary sewers shall be provided.
C. The required street dedication shall include that
portion of Walnut Creek Parkway contiguous to subject
property (Parcel 4:, Tentative Parcel Map No. 12870).
• d. Adequate provision shall be made for acceptance and
disposal of surface drainage entering the property
from adjacent areas.
e. Parking lot and driveway improvements on private prop-
erty shall comply with Planning Commission Resolution
No. 2513 and be constructed to the City of West Covina
Standards.
f. Prior to issuance of a building permit and/or approval
of a final map, the applicant shall satisfy all of the
following requirements:
i. A. final grading and drainage plan showing exist-
ing and proposed elevations and drainage struc-
tures (and showing existing and proposed on -site
and off -site improvements) shall be submitted to
and approved by the Planning, Building and.Engin-
eering.Departments.
ii. Arrangements for the installation of street
lights with underground wiring shall be made
with Southern California Edison Company. At
the time of installation, the applicant shall
provide the necessary trenching and backfill.
• iii. An itemized cost estimate for all on -site and
off -site improvements to be constructed (except
buildings) shall be submitted to Engineering
Department for approval. Based upon the
approved cost estimates, required fees shall be
paid and improvement securities shall be posted
prior to final approval of the plans.
g. A parcel map is required.
h. A left turn pocket is to be constructed in the
Sunset Avenue median to service main entrance.of
apartment project.
11. Fire Department Reauirements:
a. Eight ( 8 ) steamer fire hydrants ( 2 2" x 4" outlets) -
James Jones model 3700 or approved equal, as shown on
Study Plan "A".
b. Fire hydrants on plan to be flushed and painted by
contractor or developer before Fire Department ac-
ceptance.
C. Both hydrant outlet openings shall form a 450 angle
with curb face.
• d. Center of hydrant head outlet openings to be 30" - 36"
above finish grade.
e. On -site water serviceable hydrants to be provided by
developer before framing started. Hydrants to be pro-
vided as development progresses supplied with water.

f. 50' turning radius for Snorkel. 15' overhang from
rear wheel to end of Snorkel basket. 25' drive
standard.
g. Water mains and hydrants to be installed as per City
of West Covina Water Department Standards or AWWA
• Standards. See C600, "AWWA Standard for Installation
of Cast Iron Water Mains," and AWWA Manual M17, "In-
stallation, Operation and Maintenance of Fire Hy-
drants," and AWWA C503-75 "Wet Barrel Fire Hydrants".
h. Water requirements are as specified.
i.. Provide an 8" looped water main system.
j. Provide 3'500 GPM fire flow.
12. Building Department Requirements:
a. Comply with requirements and standards of the Uni-
form Building Code, the State of California and the
City of West Covina for accommodation of, and access
by, the physically handicapped. The developer is
encouraged to exceed the minimum requirements of
said codes whenever feasible.
b. Comply with requirements of Uniform Building Code
for construction in Fire Zone III.
C. Comply with all requirements of Title.24:- 25 State
of California. Energy and Insulation requirements.
• d. Comply with construction codes adopted by the City
of West Covina:
i. 1976 - Uniform Building Code
ii. 1976 - Uniform Plumbing Code
iii. 1976 - Uniform Mechanical Code
iv. 1978 - National Electrical Code as amended by
local ordinance.
13. Police Department Requirements:
a. Adequate.directory sign at entrance.
b. Addresses and/or building numbers clearly visible on
all four sides of each building.
C. Standard requirements for safety hardware.
d. Securitylighting around laundry rooms and swimming
pools and along all walkways.
e. Fencing around pools.
14. Planning Commission Requirements:
Parcel 3 of Tentative Parcel Map No. 12879 shall be
• dedicated to the City of West Covina for park purposes.
FINALLY RESOLVED, that the City Clerk shall certify to
the adoption of this resolution.
