Resolution - 6039RESOLUTION NO. 6039 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, CERTIFYING ENVIRONMENTAL IMPACT REPORT NO. 1979-6 AS IT RELATES TO ZONE CHANGE NO. 545, PRECISE • PLAN NO. 740, AND TENTATIVE PARCEL 14AP NO. 1.2870. The City Council of the City of West Covina, California, does resolve as follows: WHEREAS, the City of West Covina Redevelopment Agency and Daisy XVI Associates, Ltd., owner and prospective developer of the property described below, have requested the City of West Covina to consider a change of zone, precise plan of design and tentative parcel map for the property described as follows: site commonly referred to as Sunset School, 13.5 acres bounded on the northeast by the City of West Covina corporation yard, on the southeast by Sunset Avenue, on the southwest by the Queen of the Valley Hospital, and a medical office building, and on the northwest generally by the Los Angeles County Flood Control channel. WHEREAS, said requests were part of a project described as "General Plan Amendments 1979-1 and 1979-2, Zone Changes 545 and 546, Precise Plan 740 and Tentative Parcel -Map 12870"; and • WHEREAS, an Environmental Impact Report was written for the entire project of which these applications are a part; and WHEREAS, Draft Environmental Impact Report No. 1979-6 was submitted to the Planning Commission with related comments for public hearing and Commission review on November 14, 1979; and WHEREAS, after said hearing, the Planning Commission determined that the submitted Draft Environmental Impact Report No. 1979-6 and related comments had adequately discussed the project setting, the.project description, the environmental im- pacts, mitigating measures to be taken, unavoidable adverse im- pacts, alternatives to the project, irreversible changes, cumu- lative impacts, growth inducing impacts, short term vs. long term impacts, and conformance with adopted Plans and Policies; and WHEREAS, the Planning Commission concluded that any significant adverse impacts to the environment by the project had been identified and appropriate mitigation measures identified; and WHEREAS, the Planning Commission adopted Resolution No. • 11-79-3000 recommending certification of said Draft Environmental Impact Report; and WHEREAS, the City Council held a duly advertised public hearing on January 14, 1980, to review said Environmental Impact Report; and • WHEREAS, all comments received pertaining to said report since the adoption of Planning Commission Resolution No. 11-79-3000 had been responded to; and WHEREAS, the City Council determined that said Environ- mental Impact Report adequately discussed those issues required by the California Environmental Quality Act as amended; and WHEREAS, any significant adverse impact to the environ- ment caused by the project has been identified and appropriate mitigation measures identified and conditioned as part of approval of Zone Change No. 545, Precise Plan of Design No. 740, and Tentative Parcel Map No. 12870. NOW, THEREFORE, BE IT RESOLVED, that the City Council does hereby certify Environmental Impact Report No. 1979-6 as it relates to Zone Change No. 545, Precise Plan of Design No. 740, and Tentative Parcel Map No. 12870 as being in compliance with the requirements of the California Environmental Quality Act of 1970 as amended. BE IT FURTHER RESOLVED that said Environmental Impact Report includes: Draft Environmental Impact Report No. 1979-6 Planning Department staff report dated November 14, 1979 Minutes of Planning Commission hearing dated November 14, 1979 Planning Department report to City Council dated January 7, 1980 Comments and Response to Comments received BE IT FURTHER RESOLVED, that the City Clerk shall certify to the adoption of this resolution. APPROVED and ADOPTED this 7th day of January, 1980.
