Charter City Designation
City staff recommends that the City Council provide policy direction on whether
the City Council wishes to move forward on the designation of West Covina as a
Charter City. Should the City Council wish to move forward, City staff
recommends that the City Council approve the draft of a simplified charter that
defers all authority and power to the Municipal Code and applicable state law, as
noted in the following staff report.

2. Accept the bid of Sequel Contractor, Inc. in the amount of
$401,524.50 as submitted at the bid opening on November 23, 2004,
and authorize the Public Works Director/City Engineer and City Clerk
to execute an agreement with Sequel Contractors, Inc. of Santa Fe
Springs, California, for the work to be done.
b) General Liability Third Party Claims Administration Services
Contract
It is recommended that the City Council authorize the City Manager and
City Clerk to execute a three-year contract with Ward North America, LP
to provide General Liability Third Party Claims Administration (TPA)
Services, effective January 1, 2005.
c) Workers' Compensation Third Party Claims Administration Services
Contract
It is recommended that the City Council authorize the City Manager and
City Clerk to execute a three-year contract with Hazelrigg Risk
Management Services, Inc. to provide Workers' Compensation Third
Party Administration (TPA) Services, effective January 1, 2005.

That double yellow centerline stripe be installed on La Breda Avenue
from Rowland Avenue through the curved section of La Breda Avenue

V. Request of the City of West Covina
That pedestrian crossing on Cameron Avenue west of Barranca Street
adjacent to South Hills High School be reviewed.
Traffic Committee Recommendations:
That a R-96 and a R-96B sign be installed along Cameron Avenue from
Barranca Street to 700 feet west of Barranca Street.
That the City reserve the right to prohibit parking along the south side of
Cameron Avenue from Barranca Street to 700 feet west of Barranca Street if
the signs are violated.

b) Combined 2004 State Homeland Security Grant
It is recommended that the City Council accept and appropriate the
combined 2004 State Homeland Security grant, totaling $203,804.77, as
follows: -

• $7,390 into 206.31.3110.5113 (Police preparedness training overtime)
• $12,800 into 206.31.3111.5113 (Police homeland security overtime)

It is recommended that the City Council accept the Sobriety Checkpoint
grant from the State Office of Traffic Safety (OTS) and appropriate

d) Authorization for the West Covina Service Group to Add One
Fulltime Computer Services Technician
It is recommended that the City Council authorize the West Covina
- Service Group to add one full-time Computer Services Technician to its
current authorized complement of nine full-time, non -sworn employees,
within its current budget.

e) Reorganization of Community Development Commission (Department)
And Staff Re -Classifications
It is recommended that the City Council approve the reorganization of the
Community Development Commission (CDC) as outlined under Option I
in order to address staff retention and staffing shortage issues in the CDC.

Formation of the District).
2. Direct the City Clerk to tabulate the votes cast by landowners within the
CSS Community Facilities District.

votes on the election be cast in favor of the levying of special taxes.
