2005 General Municipal Election
This ordinance was introduced at the City Council meeting of October 19, 2004.
This ordinance changes the date of the City's general municipal election from the
first Tuesday after the first Monday in March of the odd -numbered years to the
first Tuesday after the first Monday in November of the odd -numbered years and
amends the municipal code accordingly.
ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF WEST COVINA, CALIFORNIA, MOVING THE DATE OF
THE CITY'S GENERAL MUNICIPAL ELECTION FROM THE FIRST

It is recommended that the City Council authorize the purchase of seven (7)
police vehicles from West Covina Motors at a total cost of $148,519 including tax
and standard warranty.

It is recommended that the City Council adopt the following resolution:

5) Traffic Committee Minutes of October 19, 2004 meeting (accept & file)
Request of the City of West Covina
Review traffic conditions along Charlinda Street from Citrus Street to Cameron
Avenue.
Traffic Committee Recommendation:
That 25 miles per hour speed limit signs be installed and that police continue to
monitor Charlinda Street for vehicles that exceed the posted speed limit.
That centerline on the curve along Charlinda Street be painted and marked with
reflective pavement markers.

b) Setting Azusa Avenue and Amar Road Speed Limits
It is recommended that the City Council introduce the following ordinance
reducing the speed limits on Azusa Avenue between Francisquito Avenue
to Amar Road and on Amar Road between Temple Avenue to Nogales
Street from 50 miles per hour to 45 miles per hour.

It is recommended that the City Council approve the 2004 amended
Conflict of Interest Code.

d) Part -Time Salary Ranges for all Full -Time Enuivalent Classifications
It is recommended that the City Council implement a standard for setting
hourly salary ranges for part-time (limited service) positions to match the
full-time equivalent hourly rate by adopting the following resolution:

2) Options/Duties of the City Council in Light of the City Clerk's Recent
Resignation
Staff recommends that the City Council review the alternatives presented and
direct staff to take the steps necessary to establish a process for appointing an
interim City Clerk or prepare the necessary documents to call for a June 7, 2005
special election. The decision on this matter must be made within thirty (30) days
from the effective date of the current City Clerk's resignation.
