It is recommended that the City Council take the following actions:
1. Transfer $100,000 from Project No. SP-04102 Proposition "A" fund (account
number 121.81.8425.7200) and $580,000 from Project No. SP-02111
Proposition "C" fund (account number 122.81.8234.7200) to Project No. SP-
04109 (account numbers 121.81.8432.7200 and 122.81.8432.7200
respectively).

2. Accept the bid of the lowest responsive bidder, All American Asphalt, in the
amount of $709,500 as submitted at the bid opening on August 24, 2004, and
authorize the Public Works Director/City Engineer and City Clerk to execute
an agreement with All American Asphalt for the work to be done.

That the traffic conditions on Pacific Avenue from the northerly City
limits to Cameron Avenue be reviewed.
Traffic Committee Recommendation:
That the width of the existing travel lanes be reduced by re -striping the
lane lines and adding a right edge stripe in conjunction with the street
resurfacing project.

That the radar trailer be utilized to make drivers aware of their vehicle
speed along Pacific Avenue from the northerly city limits to Cameron
Avenue.
That the Police Department increase speed and truck route enforcement
and conduct vehicle lane inspections targeting overweight vehicles when
feasible.

Increase in Parking Fines and Penalties
It is recommended that the City Council:
1. Adopt an across the board increase of $10 in parking citation fines and
penalties, approximating the fees of local surveyed cities.
2. Double the fines for MC 26-581J and MC 26-391H (regarding illegal parking
of commercial vehicles), in order to address commercial truck parking
problems experienced throughout the City.
