• Transit and Transportation program fee (Prop. A & C) of $13,368 to be paid
out of Account No. 121.51.5140.6120.
• Air Quality program fee (AB 2766) of $13,368 to be paid out of Account No.

This ordinance was introduced at the City Council meeting of July 6, 2004. The
ordinance amends Section 2-76 of the West Covina Municipal Code revising the
responsibilities of the Senior Commission to include becoming a more active
participant in the CDBG process.

That parking on the west side of Priscilla Drive from the beginning of the
curve to the end of the curve across 3444, 3446, and 3450 Priscilla Drive
be prohibited.
Traffic Committee Recommendation:
That the existing curb on the west side of Priscilla Drive from the
beginning of the curve to the end of the curve across 3444, 3446, and 3450
Priscilla Drive be painted red to prohibit parking.

Remove existing parking prohibition along the east side of Glendora
Avenue adjacent to 450 South Glendora Avenue.
Traffic Committee Recommendation:
That the existing parking prohibition along the east side of Glendora
Avenue adjacent to 450 South Glendora Avenue be removed and red curb
be painted adjacent to the driveway and the shuttle stop.
IIL Request of the City of West Covina
Install exclusive right -turn lanes on northbound Azusa Avenue at Vine
Avenue and Merced Avenue
Traffic Committee Recommendation:
That exclusive right -turn only lanes be installed on northbound Azusa
Avenue at Merced Avenue and Vine Avenue, and install the necessary red
curbs adjacent to the proposed right -turn only lanes.
IV. Frank Allen, Property Manager
Remove parking prohibition adjacent to the 2817 East Valley Boulevard at
Walnut Park Apartments.
Traffic Committee Recommendation:
That a portion of the existing red curb be removed on the northerly curb of
Valley Boulevard adjacent to 2817 East Valley Boulevard and retain the
red curb adjacent to the driveways.
4) Award of Bids
Award of Bid for the Construction of Sidewalks at Various Locations Citywide
(Proiect No. SP-04106)
It is recommended that the City Council take the following actions:
1. Transfer $8,000 in Construction Tax (CT) from Account No.
161.81.8338.7200 to Account No. 128.81.8429.7200 (Project No. SP-
04106).
2. Increase the Transportation Development Act (TDA) funds appropriation
from $40,000 to $57,000 for this project.
3. Accept the bid of FS. Construction, Sylmar, in the amount of $53,762 as
submitted at the bid opening on July 6, 2004, and authorize the Public
Works Director/City Engineer and City Clerk to execute the contract.

It is recommended that the City Council adopt the following:

It is recommended that the City Council take the following actions:
l . Appropriate $47,930 for the development of a Multi -Use Trail Master
Plan contract and $7,070 in contingencies from Park Dedication Fees
District `G' Account.
2. Award the contract for the development of a Multi -Use Trail Master
Plan, with the amount not to exceed $47,930 to David Evans and
Associates Inc. (DEA).

d) Approval for Payment of 2004-05 Excess Workers' Compensation and
Employer's Liability Insurance Coverage with the California State
Association of Counties Excess Insurance Authority (CSA)
It is recommended the City Council approve payment of $83,790 for
2004-05 Excess Workers' Compensation and Employer's Liability
Coverage to be paid from account 363.15.1520.6418. This coverage is
placed with the California State Association of Counties Excess Insurance
Authority (CSAC) pool through the City's membership in the Big
Independent Cities Excess Pool (BICEP).

e) Award of Contract for Engineering Plan Check Consultant Services
For Expedited Services
It 'is recommended that the City council accept the proposal of
US Infrastructure, Inc., West Covina, and authorize the Public Works
Director/City Engineer and City Clerk to execute the consultant agreement
for engineering expedited plan check services.
f) Capital Improvement Program and Building Activity Report
Second Quarter Ending .tune 30, 2004
It is recommended that the City Council receive and file this report.
g) West Covina Landscape Maintenance District No. 1
Setting of 2004-2005 Assessment Rate
It is recommended that the City Council adopt the following resolution,
which includes a rate increase from 9 cents to 9.75 cents per hundred
dollars of assessed valuation.

6) Update on Increasing Traffic Fines in School Zones
It is recommended that City Staff be directed to contact Senator Romero's office
to request Los Angeles County be included in Assembly Bill 2001. Staff will also

revenues to fund existing crossing guard positions.
